<br />Brookpark Extension, the developer of this property would agree and suggested <br />the Commission make that a stipulation of the approval. Mr. Orlowski is <br />concerned about safety where the north west access drive meets the Best's <br />parking lot drive (where Brookpark Extension ends) and suggested that at least <br />the last two parking spaces be eliminated when this area is re-striped so that <br />it would widen the opening. Mr. Morgan is still concerned about a four lane <br />highway dead-ending into a parking lot, and would like the Safety Department <br />to review the plans after all the revisions have been included. T. Morgan <br />moved to forward 'the Carter.Plaza West proposal to the Architectural Review <br />Board, the Safety Department, and the Engineer Department for review of <br />drainage and retention, keeping in mind that the developer has agreed at this <br />meeting to reduce the size of the building from 145 feet to 135 feet along the <br />north end and said that he would create a 10 foot sidewalk along the northern <br />side of the building, possibly with a canopy in keeping with the rest of the <br />architecture of the building; that the two westerly pa.rking spaces be <br />eliminated on the Best's property across from the entrance to this property at <br />Brookpark Extension and that the traffic be straightened out as far as the two <br />lanes entering into the Best property. We would also like to forward this on <br />to the City Forester for his recommendation on the trees, seconded by M. <br />Betts, and unanimously approved. <br />2) Shell Oil Company, 23385 Lorain Road. <br />Proposal to construct food mart and new canopy on existing gas station site. <br />Continued from Planning Commission meeting of December 11, 1990. <br />It was claxified that this proposal would be heard by the Baard of Zoning <br />Appeals on February 13th. Mr. Morgan questioned their need for a 30 foot wide <br />drive, especially since it is indicated as exit right turn only. Mr. Moore, <br />the contractor, explained that this drive also serves as an entrance for the <br />fuel tankers since these trucks carmot use Clague Road, pointing out that this <br />was requested by the city when the original station was buiTt and that there <br />was an illuminated si:gn indicating it was a right-turn, exit.only. Mr. Coburn, <br />representing Shell Oil, assured them that the majority of their customers did <br />use this only as an exit. Mr:. Thomas questioned if the drive from the gas <br />station to the adjacent parking lot corresponded with a drive on that lot. <br />Mr. Moore stated that that lot had not been striped for years and there were <br />no drives and spaces specified. City Engineer Deichmarm clarified that these <br />were two separate pa.rcels and are owned by different members of the same <br />family. Mr. Moore stated that he had been unable to include the parking and <br />traffic flow of that pa.rcel on their expanded site plan because there was no <br />definite striping in that area of the lot. Since this would be a safety <br />hazard, Mr. Thomas believed that this internal curb cut should be closed. Mr. <br />Coburn thought perhaps the city had allowed this because there was no curb cut <br />onto Clague Road, pointing out that the other stations on that corner had <br />drives onto.Clague. He believed that this is an important exit from the <br />station. Mr. Scheel, another representative of Shell Oil, presented a template <br />showing the turning radius of their tanker trucks which must use these drives. <br />Mr. Thomas is concerned because this lot was carved out of a larger lot, and <br />there is access into that lot, but in looking at this parcel the Commission <br />has no control over that adjacent lot. City Engineer Deichmann presented a <br />plan of the proposed widening of Clague showing the right of way acquisition <br />for Clague Road which would take an approximate 25 foot strip from this <br />property. There is no definite timetable for this work as yet, but from an <br />engineering -standpoint it is needed at this time. Mr. Dubelko advised that <br />2 <br />I
