Thomas moved to approve <br />? the plans for the improvements-to the Great Northern Mall entries subject to <br />the suggestions and approval of the Architectural Review Board and <br />subsequently refer the proposal to the B.Z.D. Committee of Council, seconded ' <br />by T. Morgan, and unanimously approved. <br />III. NEW DEVELOPMIIVTS AND SUBDIVISIONS: <br />3) Olmsted Manor Nursing Center: Directional Signs. (Heard at this point) <br />The proposal is to install directional signs, attached to C.E.I. poles near <br />intersections (Lorain & Dover Center, Lorain & Porter, Mill & Dover Center and <br />Mill & Porter Roads), giving direction to the Nursing Center. <br />Ms. Houska, representing Olmsted Manor',explained that frequently anbulance <br />drivers and others have missed this facility on Mill Road which is not a main <br />street, consequently, residents have missed doctors appointments, etc. She <br />advised that this has been an ongoing problem and is getting worse. The <br />Illtmiinating Gompany has given them permission to install the signs on their <br />poles. She pointed out ttiat there was a sign on a telephone pole for Toys "R" <br />Us and the sign for a=sing home would be more necessarya Building <br />Conunissioner Conway advised that this sign stated "no left hand turn into the <br />Toys "R" Us property. It was suggested that the ambulance companies be given a <br />map to the faeility and that one be gut in the Yellow pages. She believed that <br />there is a map in the telephone book, but if not, they would be willing to do <br />this. Mr. Morgan believes tha:t this is a form of advertising for a business_ <br />and many other businesses could request this; and these signs would detract <br />? from other signs such as the "no left turn" sign for Toys "R" Us which was <br />stipulated as condition of their approval. Assistant Law Director Dubelko <br />stated that this involves use of the City right of way and should be <br />consistent with City policy. He does not know how many other private entities <br />have signs on telephone poles, but believes some policy should be established. <br />Mr. Skoulis read section 1227 which stated, in part, "signs shall not be <br />erected so as to obstruct traffic control signs, lights, signs at street <br />intersections, etc..." Mr. Thomas suggested that a sign similar to a <br />"hospital" sign be installed indicating a"caxe facility" or "senior care <br />facility", instead of a sign with their name on it. Mr. Gorris stated that a <br />"hospital" sign, is universal to advise people where they can get treatment; <br />this is for a business. Mr. Thcmas had no problem with such a sign if it did <br />not interfere with a traffic control sign. Mr. Dubelko stated that this is <br />still advertising in the right of way, and suggested that the Engineering <br />Department and Safety Department should look into establishing a policy. City <br />Engineer Deichmann stated that his department had reviewed these locations and <br />saw no safety problems. Mr. Gorris and Mr. Morgan stated tha.t other signs <br />proposed to be installed in the right of way have been denied in the past. Ms. <br />Houska offered to change the sign to just state "nursing center" or "care <br />center". Mr. Dubelko still has a protilem with this since the "hospital" sign <br />is for a different use. Mr. Thomas believed that this should be withdrawn for <br />further study. Other members did not agree. M. Betts moved to approve the <br />proposal to install directional signs for Olmsted Ma.nor Nursing Home, seconded <br />by T. Morgan. Roll call an motion: Betts, rlorgan, Orlowski, Skoulis, and <br />Gorris, no. Mr. Thomas, yes. Motion failed to pass. Ms. Houska was advised <br />that this would still go an to Council who can override this decision. <br />I ? <br />?
