ROLL CALL: <br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES-FEBRUARY 26, 1991 <br />Chairman Gorris called the meeting to order at 8:00 p.m. <br />Present: R. Bowen, A. Skoulis, J. Thomas, and B. Gorris <br />Absent: M. Betts, T. Morgan, and L. Orlowski <br />Also Present: Assistant Law Director Dubelko, Building Comnissioner Conway, <br />City Engineer Deichmann, and Clerk of Commissions Oring. <br />II. REVIEW AND COR.RECTION OF MINUTES: <br />J. Thomas moved to approve the minutes of February 12, 1991 as recorded, <br />seconded by A. Skoulis, and unanimously approved. <br />IIIm BIJILDING DEPARTMIIVT REQUESTS: <br />1) Carter Plaza West, property located between Gastown Gas Station and First <br />Federal of Lakewood (in front of Best's). <br />Proposal to construct retail building. <br />(Tabled from meeting of February 12, 1991). <br />PLEASE NOTE: PROPOSAL HAS BEEN WITF-IDRAWN_ BY THE DE`TELOPER. <br />Chairman Gorris advised that this proposal has been withdrawn. <br />2) Great Northern Shopping Center, Plaza North, Lorain and Brookpark Road. <br />Renovation to canopy. <br />Heard by Architectural Board of Review on February 20, 1991. <br />Mr. Papandreas, representing Biskind Development Company, explained that they <br />have received all of their tenants' approvals and it has been decided not to <br />install the canvas awnings and that Forest City has agreed to locate their <br />sign on the feature pedimenL instead of on the mansard. In reference to the <br />parking situation on the west end of the building; he stated it has been <br />decided to eliminate all parking there. At the time when a store front will <br />be built out in that area, a sidewalk will be installed adjacent to the road. <br />The Architectural Board of Review had made no suggestions, Mr. Sohn had merely <br />stated that the ridge line in one area appeared to be low, but that was an <br />area where no work was planned. He also pointed out that there was one canopy <br />shown on the plan which will be constructed only if a proposed tenant agrees <br />to lease that tmit. He clarified that not.all of the canopies are being <br />removed, they have picked particular areas where they will construct the <br />feature canopies; the remaining areas will be repainted and re-clad with the <br />new sigp banci material. He also advised that in •the feature areas, - were new <br />footers would be required, there wi11 be new_ concrete installed. It was <br />clarified that the Mall proposal had not been required to come back to the <br />Commission, but the Architectural Board had made some comments about the <br />landscaping. Mr. Papandreas stated that they are in the process of responding <br />to their suggestions. J. Thomas moved to approve the plans for the Great <br />Northern Shopping Center, Plaza North, renovation and refer it to the B.Z.D. <br />Committee of Council, seconded by R. Bowen, and tmanimously approved. <br />1
