--? <br /> <br />3) A Stone's Throw Apartment Project (formerly Shore West Apartments), <br />located south of Brookpark Road, west of Clague Road, and adjacent to the rear " <br />property lines of lots on the north side of Mastick Road. <br />Proposal to construct apartments Tabled at meeting of October 23, 1990. <br />Mr. Bollinger, representing Shore West, arid Mr. Kaczmar, architect, presented <br />plans. Mr. Bollinger explained that the wetlands study was done by Dra Edward <br />Hauser, a private consultant who is on the list prepared by the United States <br />Army Corp. of Engineers and also the list circulated by the Soil and Water <br />Conservation district office. He explained that there are three facets to a <br />wetlands study: vegetation, soil, and hydrology. Dr. Hauser investigated the <br />site and presented his report to the Corp. of Engineers in Buffalo, N.Y. His <br />finding was that this area was a non-wetland site and the Corp. of Engineers <br />concurred and a letter of non-jurisdiction was entered. The site plan has <br />been revised in conjunction with the requests of the Planning Commission and <br />the local residentse The clubhouse has been moved to the north side of the <br />access drive further away from the adjacent residents and it will also screen <br />the pool from these residents. He explained that the club room is only 28 by . <br />28 feet including the kitchen area; the building-also includes.staff and sales <br />offices; physical fitness facility: and locker and shower facilities. He <br />pointeci out that the club room is only a small portion of the building and to <br />_ address the noise question, it has been decided that the pool will close at <br />9:00 p.m. and the elub.room will close at 11:00 p:m. Security will be handled <br />by the employees in the management office and the personnel that is on the <br />property 24 hours a day. The revised plans now show: sidewalks extending to <br />, Clague Road; a playground ad.jacent to Brookpark Road; four trash areas spaced <br />around the site which will be enclosed in either brick or stone; a fence along <br />the south property line extending to the access drive to Clague Road; and that <br />the jogging path has been omitted. In reference to the open drainage ditch <br />near the west end of the property, the developers prefer not to enclose the <br />ditch at this time because of the proposed plan to construct an exit ramp from <br />I=480 which would sever any drainage put in so that it would have to be <br />re-worked; and also in the event that the ramp is not constructed, phase 2 of <br />this development would be and aeeess to that area would. again destroy this <br />drainage. They are offering a contract to the City wherein they agree to <br />maintain the ditch for five years at which time, if neither the ramp nor the <br />second phase of this project have been constructed, they will enclose the <br />ditch in a proper manner at their cost. The developers have submitted atraffic impact study which concurred with.the conclusions of the City's study. <br />They have also made a traffic signal warrant study for the intersection of <br />Ma.stic and Clague using the guidelines of the State of Ohio and the report <br />concluded that the volune of traffic at this intersection did not meet any of <br />the warrants and did not require a traffic lighto The second addendLUn was to <br />examine the means of egress.and ingress to the site, with the prospect of <br />eliminating one ingress/egress or one ingress only. This report concluded that <br />there is room for stacking cars on Clague Road using the criteria of'0.D.0.T. <br />They believe that the traffic will be increased by 32% with this developinent <br />(the traffic during a light change is about 4 cars; and this will increase it .- <br />by 1 car). Their conclusion is that. there is ample opportunity for egress at <br />the Clague Road access point during peak hours of the day; and also they <br />maintained that it would be necessary to have two ingress/egress drives since <br />if one were limited it would throw all the traffic onto Mastick Road. He <br />presented charts from a traffic study made by the developers themselves which <br />showed that during the peak morning and evening periods on Brookpark: from <br />7:45 to 8:00 a. m., 24 cars go north from Clague into the Brookpark <br />2
