intersection or 1 car every 37.50 seconds; and in the peak evening period, <br />' between 5:15 to 5:30 p.m., 8 cars go north or 1 car every 112.5 seconds, and <br />36 cars go south or 1 car every 25 seconds. He further stated that a deed <br />restriction, as requested, has been drawn up with the cooperation of the <br />Assistant Law Director and will be executed when approvals are given. In <br />response to the Commi.ssions questions, he explained that O.D.O.T. had told <br />them that no access could be permitted onto Brookpark Road; and pointed out <br />that this was concurred by the North Olmsted Engineering Department's report <br />i.n anticipation of the proposed exit ramp. Regarding the ramp, City Engineer <br />Deichmann advised that permission had been given to do the engineering and, <br />based on other projects, he would estimate that work would not be started <br />until 1995 or 1996. Members studied a drawing showing the proposed ramp and <br />the drainage ditch on the property. It was clarified by Mr. Deichmann that, if <br />the ramp were installed, modifications would have to be made to the drainage <br />ditch, but those costs would be covered by the State. He would prefer that, if <br />this proposal is approved, one condition be that the culvert,,pipe be installed <br />as approved by the Engineering Department, because bf the maintenance and <br />safety problems of open ditches. Regarding the playground, Mr. Thomas <br />questioned the decision to put it close to Brookpark Road because of the noise <br />factor, stating that the swimming pool and club house would create more noise. <br />Mr. Bollinger responded that the swimming pool and club house were used <br />infrequently, and were not a noise factor, and explained that these facilities <br />at the entrance of the development was their welcome statement to people <br />coming into the development and also contained the sales office. The club <br />room is very small and the type of parties would be controlleda Councilman <br />McKay pointed out that if people came in from Clague Road the clubhouse would <br />be-the first building seen, but if they came in from Mastick Road, it wauld be <br />the last one, so he does not see the significance of this location, he <br />preferred that it be in the middle of the development. He too agrees that <br />open drainage ditches create problems. He further stabed that no fence is <br />shown next to the Brookpar.k property line where one house is located. He has <br />surveyed all the residents abutting this property who indicated they preferred <br />a solid fence along the property line extending to where the drive is divided. <br />He pointed out that there really was not a lot of shrubbery behind the <br />properties on Clague Road. Mr. Gorris agreed that a buffering type fence was <br />important behind the residences, however questioned if the solid fence would <br />be needed down the drives. Mr. McKay believed that it would to keep lights <br />fran shining into homes adjacent to the drives. Mr. Thomas suggested a solid, <br />decorative fence, perhaps board on board with brick or stone. Mr. McKay also <br />.suggested some kind of guard rail between Brookpark Road and the playground. <br />Regarding the letter from the Army Corp. of Engineers, dated January 17th, Mr. <br />Nicola, a resident, advised he has spoken with Al1en SisseLnan, who signed the <br />letter, and he had explained that due to the nature of the reports submitted <br />by Dr. Hauser this was the only type of determinatiori that they could makea He <br />pointed out that the letter does not state that this is a wetlands study, it <br />states that it is a usage study under the clean water act. They would like a <br />second opinion. He has contacted consultants from the Natural History Museum <br />and Western Reserve Historical Society who have offered to make another study <br />at no charge. He maintains that although Dro Hauser is an the list, he is not <br />approved to do this work, the only person who can make a determination on the <br />wetlands is Robert Lichvar who is mentioned in this letter. He does not think <br />that this submission was sufficient for what the Commission requested. He will <br />be receiving copies of all of the information that was submitted by Dr. Hauser <br />and will forward them to the Natural History Musewn and the Western Reserve <br />Historical Society who will make a comparison of Dr. Hauser's work which he <br />3
