He also stated <br />that he had promised to look into landscaping for the two houses south of him, <br />but has not pledged to do anything there. Mr. Troibner stated tha.t he would <br />not want just evergreens he would want some type of other material with them. <br />Mr. Thomas questioned if it was within the Commission`s jurisdiction to make <br />this landscaping part of their approval. Mr. Dubelko responded that if there <br />is an impact there and the developer had aclmowledged it and made a pledge, <br />something could be put in the motion that Shore West has agreed to mounding, <br />landscaping, etc. Mr. Vannoy, Clague Road, stated that his house, too will be <br />affected by the entrance since he is directly across the streeto He has not <br />heard from the developer, only a landscaper. He is concerned about visibility <br />if landscaping is put too close to the sidewalk, and would prefer landscaping <br />close to his house, his own landscaping will not grow high enough for several <br />years. If the lights do become a problem he would like a written commitment <br />that something will be done. He is also concerned about cars driving into his <br />house. Mr. Bollinger stated that the landscaper was his representative. Mr. <br />Toyama, who lives adjacent to the entrance, asked how high the shrubs on the <br />mound would be that are adjacent to his house. The Architectural Review Board <br />stated that mounding with additional 5 to 6 foot evergreen trees planted 10 <br />feet on center and that the fence will start 120 feet from the entrance. Mr. <br />Nicola again requested that this be held up until Mr. Licvar had completed his <br />study, pointing out that the test could anly be conducted properly between the <br />first of April and the middle of November. Mr. Bollinger stated that this <br />issue is between Shore West and the Federal Government. Building Commissioner <br />Conway advised that since it has been decided that there will be two entrance <br />drives, a Zoning Code variance will be needed for one of the ground signs. Mr. <br />Gorris verified that the addresses across from the Clague Road entrances were <br />4785, 4811, and 4823 Clague Road. Mr. Thomas mentioned the Police Department <br />coments regarding the Mastic Road entrance being in close proximity to the <br />dip on Mastick Road, it was estimated that the dip would be at least 500 feet <br />from the drive and should not cause a problem. Mr. Nicola reiterated his <br />concern that this would be forwarded to Council before Mr. Licvar's study is <br />completed. Mr. Deichmarm further advised that the Army Corp. of Engineers only <br />denied about 3% of all applications. He believes that a preliminary <br />determination would be made on the day that Mr. Licvar is on the site. M. <br />Betts moved to forward the Stone's Throw Apartment project proposal, based <br />upon the documentation that has been submitted this evening, with the <br />recommendations of the Architectural Board of Review in the minutes dated <br />March 20, 1991 in reference to matters surrounding screening, buffering, <br />installation of landscaping on adjacent property as stated in those minutes, <br />specifically: that 5 to 6 foot high Spruce, Austrian or white pine be planted <br />10 foot on centers on the mounds adjacent to the drives; that since the <br />developer has agreed to screen and buffer the 3 properties across from the <br />Clague Road entrance (4785, 4811, and 4823 Clague) those plans should be <br />submitted to the B.Z.D<; that these revised plans must also include all <br />proposed recommendations of the Planning Commission including relocating the <br />dumpster from the north end of building "C" to the north end of Building "B" <br />(adjacent to the 5 car garage); all fencing including the 3 foot chain link <br />fence enclosing the playground; and the extensions of the sidewalks in the <br />area of the dumpsters as recommended. Also the following stipulations shall <br />apply: that there be a permazent culvert installed per the recommendations of <br />the Service Department of the City and the Engineer; and secondly, that there <br />be a commitment made to complete installation of the fence by either August 1, <br />4
