that they would be utilizing the existing pole and will be slightly reducing <br />the amount of signage. Mr. Skoulis is concerned about considering a pole sign <br />since they are to be eliminated imder the new Zoning Code. Mr. Conway responded <br />that this development has to be considered under the present codes. Mr. Stark <br />stated that his tenants would not agree to eliminating the pole sign. Mr. <br />Skoulis believed that the sign is too large and gaudy and there will be <br />complaints from residents. Mr. Stark stated that he was willing to work with <br />the Architectural Review Board on the design of the sign and the renovations, <br />but his tenants would probably not agree to a smaller sign. The members have <br />several concerns about this access and others that ma.y be added to Brookpark <br />Road: there are several speed limits in this area which are frequently ignored, <br />the traffic light at this intersection becomes a caution light later in the <br />evening and could be a traffic hazard, and the sign at this point could impair <br />visibility. Mr. Stark pointed out that there was a deep right of way and the <br />sign was back in the parking loto In reference to the garage doors facing <br />Lorain Road, Mr. Stark stated that Sun T.V. would use some of the garage doors, <br />but the exact rnimber was not determined as yet, but those that were needed <br />would be painted white to match the building. The new loading dock is located <br />adjacent to these doors with a ramp down to it. The developers maintain that <br />there is not enough room to put it in the back of the building, and it would <br />not be possible to use one of the garage areas as a dock because it would have <br />to be recessed and there are existing footers. Mr. Conway advised that the <br />loading dock would be in the front setback and would require a variance. He <br />further stated that trailers could not be dropped off to be unloaded at a later <br />time. Mr. Stark stated that this area which is lower than Lorain Road, had been <br />used as a loading area for years and his leases would not allow trailers to <br />remain on the property. No dumpster enclosures are shown on the plan and any <br />enclosure should match the new materials. In reference to obtaining curb cuts <br />on Brookpark, Mr. Deichmann advised that he had just looked up information in <br />the file. He found a letter from Mayor Petrigac requesting the Biskind curb <br />cut, but no other information. Prior to the granting of Mr. Stark's curb cut <br />there was a recoirnnendation from the former North Olmsted traffic consultant <br />that mutual easements be provided for access from adjacent parcels in order to <br />establish some sort of ring road, but there was no traffic information included <br />in the Biskind file. Members requested that Mr. Deichmann present all <br />information pertinent to any curb cuts which has been approved for their study <br />of a master plan. Mr. Dubelko advised that there would be a journal entry in <br />the Director of Transportation's office for these approvals since the State is <br />in essence vacating a portion of its right of way. Mra Morgan speculated that <br />since the Biskind proposal had been approved by the City, the State could have <br />considered this an approval of the curb cut. Mr< Dubelko will also look into <br />how a speed limit can be determined. Getting back to the proposal at hand, the <br />members would like a detailed parking plan showing handicapped spaces, a <br />complete lighting plan, and an artist rendering. It was decided to send this on <br />the the Architectural Board at this time. Mr. Stark advised that he would be <br />more than happy to have a work session with the architect before the formal <br />meeting in order to get his input. A. Skoulis moved to forward the Brooklor <br />Center proposal to the Architectural Board of Review for their review with the <br />recommendation that they pay particular attention to the size and design of the <br />signs, the color scheme of not only the signs, but the awnings. It is <br />understood that when this goes to Architectural Review Board, the dunpster <br />enclosures, and the number of garage doors in the front which will remain will <br />be addressed, the parking schematic will be laid out and also request that the <br />A.R.B. make recommendations on the type of landscaping to be integrated into <br />4
