ROLL CALL: <br />Vice Chairman Orlowski called the meeting to order at 8:10 p.m. <br />Present: M. Betts, R. Bowen, T. Morgan, L. Orlowski, A. Skoulis, and <br />J. Thomas. <br />Absent: B. Gorris. Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, <br />Building Commissioner Conway, and Clerk of Conunissions Oring. <br />II. REVIEW ANID CORRECTION OF MINUTES: <br />J. Thomas moved to approve the minutes of April 23, 1991, seconded by T. <br />Morgan, and unanimously approved. <br />III. BUILDING DEPARTTENT REQUESTS: <br />1) Office Warehouse, 4706 Great Northern Blvd. <br />Renovation to store front and addition of loading dock on the former Kiddie <br />City unit in Olmsted Plaza. <br />Variance denied by Board of Zoning Appeals April 3, 1991, will return to Board <br />? of Zoning Appeals May l, 1991 with reduced variance. <br />Continued from Planning Commission meeting of March 26, 1991. <br />Mr. Mongello, architect, and Mr. McKee, manager of the shopping center, <br />explained that the truck dock was not approved by the Board of Zoning Appeals <br />so a variance for a smaller, more simple dock to replace the hydraulic lift <br />will be requested. . The dock will have an 8 inch curb with a chain link fence <br />around it. He stated that the hydraulic lift is dangerous and will not handle <br />the heavy merchandise that Office Warehouse carries. Mr. Mongello explained <br />that though he did not have the actual turning radius needed for the tractor <br />trailers, they would be eliminating parking spaces in back of the store to <br />allow access to the lift. Building Commissioner Conway explained that <br />originally this shopping center was 17 parking spaces short, with this new <br />occupancy and considering the amount of storage that it has, the parking <br />requirements were reduced, so now with the elimination of the spaces as shown, <br />they will be 10 spaces short. He clarified that a physical count of the <br />parking was taken and the 10 space variance is based on the actual count, not <br />on the spaces shown on the plans. Mr. Mongello did not lmow why the first <br />variance was denied. Mr. Conway explained that they were asking for an <br />additional 72 parking spaces for any future change of tenants so they would <br />not have to return to the Board. It was decided that, if at a later date they <br />did need a variance, they would return with a specific request. Mr. Conway <br />explained that this dock has been reduced to 18 feet instead of the original <br />24 feet. In reference to the turning radius, Mr. Mongello stated that after <br />these spaces are eliminated there would be no problem for a 40 foot trailer. <br />Since the compactor is being eliminated and no dLUnpster is shown, he explained <br />? that they recycled their cartons and would keep them within the store. Any <br />other trash would probably be housed within the building. They may put a small <br />1
