builds. Mr. Morgan reiterated that this rezoning should be done in <br />conjunction with the master plan and would take several months. It was decided <br />that this would never be completed in time to get it on the November ballot. It <br />was clarified for Mr. Wilkins that the property was re-zoned specifically for <br />the churches proposed plans, and could not be developed for any other use imder <br />the present zoning. If the property were sold under the present zoning it would <br />be an a speculative basis. It was also stated that if the proposal is rezoned <br />to Mixed Use "D" a referendun would sti]1 13e required. J. Thomas moved that the <br />Conunission should pursue whether or not it is within the budget to hire a <br />planner for a limited period of time, a limited number of hours, to review this <br />parcel in conjunction with the owner and the Planning Commission, either <br />simultaneously or separately, to determine the best and most appropriate use <br />for this parcel: 1) that the use have the least negative impact on the city, 2) <br />that it has an economic benefit to the landowner (that it is marketable), and <br />3) that the final zoning classification conforms to the master plan, and that <br />the landowner or the church will be provided with a copy of the Mi.xed Use "D" <br />code restrictions for their review to determine if it is something that they <br />are interested in pursuing and also that we come to some conclusion with the <br />city planner and the landowner within 90 days (Mr. Thomas explained that even <br />though there is only 1 more formal meeting, before the August vacation, he <br />would be willing to form a subcommittee and work with the developer); and that <br />this be tabled until then. It was determined that the church would prefer to <br />have the proposal tabled in order to satisfy the lender. Mr. Gorris stipulated <br />that the adjacent neighbor be re-notified. The motion was seconded by Mr. <br />Skoulis. Roll call on motion: Thoma.s, Skoulis, Bowen, Gorris, and Hughes, yes. <br />Mr. Morgan, no. Mr. Morgan explained that he believed that it will take much <br />longer than 90 days to study this parcel with the master plan. Mr. Thomas <br />clarified that his motion stated they would come up with sometYiing constructive <br />within the 90 days, that could possibly be that additional studies would be <br />needed. Mr. Morgan stated that the developer had lnown for a year what had to <br />be done, and he did not believe tha.t this should be pushed through. The motion <br />had carried. Chairman Gorris appointed Mr. Thomas as chairman of the committee <br />to work with the church. Mr. Bowen and Mrs. Hughes will work with hi.m. <br />V. COMMUNICATIONS: <br />Ord. 91-103. It was explained that this was the legislation for the <br />acquisition of right-of-way for Country Club Boulevard which the Commission had <br />approved at the last meeting. B. Gorris moved to approve Ord. 91-103 as written <br />since the Commission had approved this proposal at the last meeting, seconded <br />by T. Morgan. Roll call: Gorris, Morgan, Bowen, Skoulis, and Thomas, yes. Mrs. <br />Hughes abstained. Motion carried. <br />VI. COMNIITTEE REPORTS: <br />No items. <br />VII. NEW BUSINESS: <br />Chairman Gorris explained that Mr. Conway had sent a letter explaining two <br />minor changes to exteriors of structures which, if the Chairpeople of the <br />various bodies within the city agreed, would not have to go through the <br />approval process. Mr. Gorris had no problem with the relocation of an automatic <br />teller window and the installation of a metal canopy at the Huntington Bank at <br />3mendment Stearns and Lorain Roadm However, he believed that a proposal to i.nstall glass <br />//23/91 block in a proposed game room at 27749 Lorain Road (at the intersection of <br />see attachedI,orain, Porter, and Butternut Ridge Roads) should be heard since this area is <br />letter. so visible. Mr. Conway explained that the Building Department stopped them from <br />4
