NEW BUSINESS: <br />Residents of Ambour Drive were present in order to get some information <br />regarding the Coe ditch improvements. They maintain that they have not been <br />able to contact their new Councilman who is out of town. City Engineer <br />Deichmarm explained that the City has been ordered by the E.P.A. to correct <br />problems with the sanitary sewer system, since there has been a persistent <br />problem with storm water getting into the sanitary sewers. The Coe ditch has <br />to be cleaned and some culverts reset in order to help alleviate the problems. <br />Mrs. Pedrini, a resident of Ambour Drive, stated that there were <br />representatives of 8 families who live on the cul-de-sac of Ambour Drive <br />present who are concerned that during cleanirlg of this ditch the trees that <br />are in the ditch will be removed. They would like to be assured that these 25 <br />to 30 year old trees will not be removed. Mr. Deichnann stated that the City <br />will make every effort to protect what is autside the ditch, but if a tree is <br />in the ditch it would have to be removed. He cannot guarantee that a <br />particular tree Frill survive the work. If trees are removed, the City is <br />responsive to replacing the trees. Mr. Morgan suggested that City Forester <br />could check the site prior to the work in order to ascertain which trees could <br />be saved. The forester was present and the neighbors talked with him privately <br />during the meeting. Councilman McKay assured the residents that the.City has <br />never willfully destroyed trees or shrubs unless it was absolutely necessary. <br />Chairman Gorris called a five minute recess. <br />VIII. OLD BUSINESS: <br />Presentation by Cuyahoga County Planni.ng Commission regarding the proposed <br />master plana <br />Chairman Gorris explained tha.t the P1arLn;ng Commission ha.s been charged by <br />the voters to develop a master plan for the City by sometime next year and <br />then provide periodic upd.ates. The Commission has talked with two planners, <br />one of them, the County Planning Conmission who has requested to make a <br />presentation addressing the concerns of the Commission. Later the audience <br />will be asked to share their concerns as well. He introduced Mr. Alsenas, Mr. <br />Kastelic, and Mr. Schulz, who will make the presentation. Mr. Kastelic, the <br />manager of the Conmi m;ty Development Division, explained that today's master <br />plan focuses more on issues than on land Use as was the case previously. After <br />this presentation, he invited the audience to give their ideas of what is <br />important in this. plarLning process, what kind of improvement they would like, <br />if they wanted a bedroan community, or an equal balance of business and homes. <br />He pointed out that a ma.ster plan was an autline for accomplishing a goal, and <br />is a proactive approach to planning instead of a reactive approach. He <br />presented slides to illustrate several points: that North Olmsted is basically <br />a residential comrmun;ty, 73% being single family and the rest condominiinns and <br />various types of apartments; that maps from previous master plans developed in <br />1967 and 1973 were mainly oriented toward land use since there was much vacant <br />1and at that time; a mall the size of Great Northern Mall generates 35,000 to <br />40 000 vehicles per day to the City, and is oriented toward vehicular traffic <br />and its location does not encourage pedestrian traffic; nor do the various <br />2
