T. <br />Morgan moved to ask the developer to return to us at the next meeting and present <br />an arrangement that would show that the first floor unit would meet the "A" <br />Residential requirement (1,500 square feet) and the upper two units would be equal <br />to 2,600 feet (it was clarified that this would be equal to 2"B" area units, but <br />the developer could have the flexibility to have one larger than than the m;n;m„m <br />"B" and one could be slightly smaller); to ask the developer to incorporate a <br />second method of entrance and egress from each unit; to get together with Ralph <br />Bohlmann to discuss his letter of September lOth so this that does not become an <br />issue further down the road; to meet with the Engineering Department regarding Paul <br />Deichmann's letter of September 20th to see what issues are contained there in so <br />we can have that information so that we can move on, seconded by Mrs. Hughes. Mr. Orlowski, noe Motion carried. <br />2) Christ the King Property Rezoning Proposal. <br />The proposal is to rezone property owned by Christ the King Community, Inc. <br />(permanent parcel nos. 234-8-2,6,8, and 234-13-27 and 28), located west off <br />Barton Road and abutting the North Olmsted south corporation lirie, from an <br />existing zone district of Mixed Use "B" to zone district of Multiple Residence, <br />Single-Family cluster, and Single Family. (Tabled at Planning Commission meeting <br />of July 9, 1991). <br />Proposal was withdrawn by the developer. <br />3) Rockland Properties Lot Split. <br />The proposal is to split permanent parcel nos. 232-6-10 and 25 (currently one <br />parcel) located on the north side of Lorain Road, west of West Park Drive into <br />two (2) sublots. Note that one of the proposed sublots is landlocked and has <br />ingress/egress to Lorain Road by use of a twenty (20) foot easement located on a <br />separate adjacent parcel of land. Zoning is General Retail Business entirely, and - <br />neither proposed sublots conform to the new Planning and Zoning Code (Section <br />1139.06) for required lot area and width. <br />Proposal was withdrawn by the developer. <br />4) Great Northern Advisory Assoc. Lot Split and Assembly Plat. <br />The proposal is to subdivide and split off the rear portions of permanent parcel <br />nose 237-19-3 and 237-19-4 and join both to parcel 237-19-2. Location is east off <br />Columbia Road and south of Brookpark Road. Zoning is "A" Residence, Single, <br />entirely, and the proposal conforms to the new Planning and Zoning Code. <br />P1r. Papandreas, representing Biskind Development, explained that the potential <br />buyers of the lots did not like the askirig price and since they do not need the 450 <br />foot depth, they are requesting to split off the rear 200 feet which will be <br />assembled to the property in the rear (owned by Biskind). Mr. Gorris stated that he <br />had no problem with the proposal. Mrs. Golya, who owns the property to the north, <br />questioned the reason for doing this. It was clarified that they are selling these <br />as single family lots to separate buyers. She is concerned that the Biskind <br />property in the rear will be rezoned for apartments and that she might not even <br />lmow about it pointing out that she was given a very short notice of this meeting. <br />Mr. Morgan speculated that, if they planned to rezone it might be better to own the <br />entire property, not sell off a portion. It was clarified that if they did want to <br />rezone to multi-family, a referendum would be required, and it would not be done <br />quickly. She was advised that this property might be rezoned under the new master <br />plan. Mr. Skoulis questioned how she would feel about town houses in that area. She <br />responded that Columbia Road had too much traffic on it now. Mr. Lamnek, another <br />adjacent property owner, pointed out that by selling just the front, Biskind <br />7
