ROLL CALL: (No tape for first portion of minutes.) <br />Chairman Gorris called the meeting to order at 8:00 p.m. <br />Present: R. Bowen, T. Morgan, L. Orlowski, A. Skoulis, J. Thomas, and B. Gorris. <br />Absent: M. Hughes <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, Building <br />Commissioner Conway, and Substitute Clerk of Comnission Wirigenfeld. <br />II. REVIEW AND CORRECTION OF MINUTES: (No tape). <br />Mr. Gorris advised that he had one correction on the Minutes of September 24, <br />1991 on page 8, 6th line tmder SectiQn V., should read "lot which faces East <br />Park,"not Edgepark. Mr. Orlowski stated that on page 2, line 37, insert after the <br />words "the land' as determined b a licerzsed a raiser with consideration of the <br />income of the course with inore wei ht aced on the actual income enerated b <br />the use of the golf course" delete "with consideration of the income of the <br />course." and on the 21st line should read "units, and the stacking concept". T. <br />Morgan moved to approve the minutes of September 24, 1991 as amended, seconded by <br />J. Thomas. Roll call an motion: Morgan, Thomas, Gorris, Orlowski, and Skoulis, <br />yes. Mr. Bowen abstained. <br />Chairman Gorris advised that the agenda would be rearranged and that Section N., <br />items 3 and 4 would be heard first. <br />IV. NEW DEVELOPMENrS AND SUBDIVISIONS: (No tape fQr items 3 and 4.) <br />3) Mi.kolay Lot Split and Assembly Plat (formerly Rackland Properties). <br />The proposal is to split permanent parcel nos.t 232-6-10 and 25 (currently one <br />parcel), located on the north side of Lorain Road west of West Park Drive, into <br />two (2) sublots, and to join one of them to parcels.232-6-9 and 232-6-13 (site of <br />Realty One). Zoning is General Retail business, entirely. Neither proposed sublot <br />conforms to the new P1arLn;ng and Zoning Code (Section 1139.06) for required lot <br />frontage; sublot no. 2 does not conform to the required area. <br />Withdrawn from meeting of September 24, 1991. <br />Mr. Mikolay explained proposal to subdivide one parcel into two and assemble on <br />the rear portion to two existing parcels on which the Realty One office is <br />located. It was clarified that neither parcel would conform to the code. The <br />width of sublot one did not previously conform to code, nor did the area, <br />however, with this subdivision it would now conform to the area requirements. <br />Sublot two is presently short on frontage (2.85 feet) of the width requirements <br />and with this subdivision would be short on square footage. The new area.in the <br />rear will be used for parki.ng. Because of the unu.sual configuration of this lot <br />at present, the members agreed that this proposal made sense. T. Morgan moved to <br />approve the Mikolay Lot Split and Assembly Plat, (formerly Rockland Properties), <br />to split permanent parcel nos. 232-6-10 and 25 (currently on parcel), which is <br />located on the north side of Lorain Road west of West Park Drive, into two (2) <br />sublots, and to join one of then to parcels 232-6-9 and 25 (site of Realty One)o <br />Zoning is General Retail Business, entirely. Neither proposed sublot conforms to <br />the new Planning and Zoning Code (Section 1139.06) for required lot frontage; <br />sublot no. 2 does not conform to the requi.red area, seconded by R. Bowen. The <br />members discussed approving this since variances were needed to re-subdivide the <br />property, and the Commission was concerned about approving a non-conforming lot. <br />1
