? <br />CITY OF NORTH OLMSTED <br />PLANNING COMNIISSION <br />MINUTES-NOVIIKBER 26, 1991 <br />I. ROLL CALL: <br />Chairman Gorris called the meeting to order at 8:20 p.m. <br />Present: R. Bowen, T. Morgan, L. Orlowski, A. Skoulis, and B. Gorris. <br />Absent: J. Thomas. <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, Building <br />Commissioner Conway and Clerk of Comnissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />T. Morgan moved to approve the minutes of November 12, 1991, seconded by L. <br />Orlowski, and unanimously approved. <br />III. BUILDING DEPARTMIIQT REQUESTS: <br />1) Interstate Development Company, 26261 Lorain Road (Lo.rain and Brookpark Roads). <br />Revision to site plan and landscaping including easeri°nt to share the existing <br />Cardinal Federal Savings and Loan drive. <br />Heard by the Architectural Board of Review on November 20, 1991. <br />Mr. Wasacz, developer, presented revised plans which included the <br />recommendations of both the City forester and the Architectural Review Board. <br />The dumpster will be enclosed with a wooden fence and a gate, the handicapped <br />space wi]1 be widened as specified by the Architectural Board and a ramp will be <br />installed. There are light poles on the property at present, but these might be <br />changed by a tenant. Building Commissioner Conway advised that a tenant may be <br />presenting plans next month and he understands that the lighting will probably <br />stay the same, but this evening the Commission is reviewing only the site plan <br />and new access. Neither the Police or Fire Department had any problems with the <br />proposal. Cardinal Federal had some concerns that there could be traffic <br />problems on Fridays when the cars at the teller window were backed up. Mr. <br />Wasacz stated that they did a survey on Friday, November 15th between the hours <br />of 4:00 and 6:00 p.m, and four cars were the maximum that were stacked. The <br />forester will be on the site when the trees are being marked for removal. There <br />was an amended memo from the forester which merely added that he had no <br />preference between grass or mulch in the landscape buffer. The members had no <br />objection to the proposal. T. Morgan moved to approve the plan as presented <br />tonight for the Interstate Development Company, 26261 Lorain Road including the <br />recommendations of the City forester in his letter of November 21, 1991 and the <br />Architectural Board of Review recommendations of November 20, 1991, seconded by <br />L. Orlowski, and unanimously approved. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1) Mikolay Lot Split and Assembly Plat (formerly Rockland Properties). <br />The proposal is to split permanent parcel nos. 232-6-10 and 25 (currently one <br />parcel) located on the north side of Lorain Road west of West Park Drive, into <br />two (2) sublots, and to join one of them to parcels 232-6-9 and 232-6-13 (site <br />of Realty One). Zoning is General Business, entirely. Neither proposed sublot <br />conforms to the new Planning and Zoning Code (Section 1139.06) for required lot <br />frontage; sublot no. 2 does not conform to the required area. <br />Variance granted November 7, 1991. <br />Mr. Gorris stated that this proposal is to assemble two lots facing Lorain <br />Road and combine them to the rear portion of another sublot. City Engineer <br />Deichmann advised that the lot in the middle (232-6-26) did not change and was <br />1
