L. _..?9 <br />Mr. Bollinger, representing the developer, and Mr. Ka.czmar, architect, <br />presented the plans. A1r. Gallagher explained to the adjacent residents who <br />were present that the Board's main function was to approve the architecture <br />and aesthetics of the development, and there were other issues which they <br />could not address. Mra Kaczmar explained there would be 132 one and two <br />bedroom units in the 2Z story buildings. The site plan is.oriented to the <br />middle of the property in order to allow a green buffer area.along the <br />perimeter; garages, drives and mounds with plantings are planned to buffer the <br />adjacent residential area from lights and noise; their buildings are also <br />shielded from headlights by mounding; the portion of their property zoned <br />single family will be left natural as another buffer. The proposed single <br />story club house is still located at their main entrance off Clague Road. At <br />the request of the Planning Commission the clubhouse was previously relocated <br />to the nor.th of the drive with the pool behind it so that the building would <br />act as a sound barrier for the pool activities. It was not feasible to <br />relocate it to the location of Building "G" as recomnended at the last <br />Planning Commission meeting, but they did present a plan showing i_t in the <br />middle of the site, explaining that they still prefer it at the entrance. Mr. <br />Bollinger explained that there were several functions of the club house, the <br />meeting roon is 28 by 28 foot, including a kitchen; there also is a fitness <br />room, locker room, sales and management offices. A play area will be located <br />in a green area away from the residences and will have wood and steel <br />structures, a sand area, lightirig, and a cyclone fence. He presented a list of <br />materials and explained that the traditional style buildings will have Belden <br />Brick Heritage Blend on the lower 1/2 story, above will be Alside Alimiinum in <br />Halifax Grey, trim is Alside white, roof is Certainteed Horizon in S_late Grey, <br />some of the gable ends will Yiave Wolverine Technologies Fishscale siding in <br />white (Snow); below these gables are balconies with an enclosed storage area, <br />and patios will be on the lower level; and each tmit has a washer dryer and <br />fireplaces,. (it has not been determined if these are to be gas or wood <br />burning). He presented a plan showing various types of fencing, and explained <br />that they planned to have a 3 rail fence along the property lines, with 3 to 4 <br />foot high mounds planted with dense landscaping at the entrances to shield the <br />adjacent homes from headlights; these entrance areas will also be defined with <br />a colored and textured concrete: and the signs will be illimiinated with ground <br />lights. The clubhouse is architecturally compatible with the buildings and the <br />same exterior materials will be used. 'Ihe developers feel very strongly about <br />leaving the club house at the main entrance as a greeting statement and sales <br />office: Originally they intended to screen the perimeter of the project with <br />green area, but they now show a 3 rail fence which they believe is compatible <br />with the buildings. They do not want a board on board fence as suggested by <br />the Planning Commission since it would make the complex look like a prison. <br />Mr. Bollinger maintains that a solid fence would encourage children to walk <br />through the residential yards to get to the apartments, but it would be <br />possible for them to jump over this fence. They are considering a wrought iron <br />fence around the pool which will be closed at 9:00 p.m. and will be lighted <br />with the same low, decorative lights that will be on the rest of the complex <br />and there will be no security lighting when the pool is closed. The members <br />and developers discussed extending the mounds to the pool area and further <br />along the property lines; as well as various ways of shielding the adjacent <br />residents. P4r. Zergott suggested that they put more evergreen material on top <br />of the mounds, such as spruce, Austrian or white pine. Mr. Bollinger also <br />asked that the Board give some suggestions for installing landscaping on the <br />two homes on Clague Road across from the drive in order to shield them from <br />2
