a • <br />CITY OF NORTFi OLMSTED <br />ARCHITECTtJR.AL BOARD OF REVIEW <br />MINUTES-OCTOBER 169 1991 <br />Prior to the meeting, Building Commissioner Conway explained that normally a <br />single family development would not be reviewed by this Board, however, since <br />this is a single family cluster development of attached single family homes, a <br />new concept for the city, and is somewhat of a gray area, the Plarning Commission <br />referred it so that the Board could review the concept. He also advised that <br />there will probably be changes to the exact locations of some of the units, in <br />other words, the location of a single family house might be changed to a triplex <br />tmit and the single family tmit placed somewhere else. <br />Mr. Conway asked the Board to consider two minor change proposals. He explained <br />that there was to be a minor change to the for the Italian Oven Restaurant <br />(formerly Sister's Chicken). They will be repainting the building white with red <br />trim and a black roof and clad the corners with a black and white tile effect. <br />There will be a small 13 by 12-foot addition on the rear for'storage. The drive <br />through will be eliminated. The members are concerned because the colors seem too <br />severe and the picture is merely a colored copy and does not give a true picture. <br />Mr. Conway explained that he had very little control over pa.inting a building, <br />but there are other changes. Mr. Sohn would prefer the roof to be dark or warm <br />gray, but since this is there nation image, he would like to see more accurate <br />picture. Mr. Conway will bring in a picture.. <br />Mr. Zergott also questioned how the Board was supposed to deal with dumpster <br />enclosures, now that businesses were placing additional dtunpsters on their <br />property for recycling. Mr. Conway explained that if a business had been before a <br />Board and had been previously required to have an enclosure, this could be <br />incorporated for an additional dtnnpster. <br />Also in reference to Danny Boy's Market which recently had a fire, Mr. Conway <br />explained that the Zoning Code allowed them to rebuild in the exact location as <br />long as the damage was 50% or less; the City's architectural consultant estimated <br />the damage at 470. Previously they had a canopy over an area which was left open <br />in the st.uruner and closed in from October to March with a temporary glass <br />enclosure. They would like that area enclosed permanently in order to air <br />condition it. This will require a variance from the Board of Zoning Appeals. The <br />Chairman of the Planning Coirunission has no problem with considering this as a <br />minor change since the footprint of the building will not be changed. The members <br />had no problem with the request. <br />Mr. Gallagher stated that McKenzie <br />for the construction of an apartment <br />on Steaxns Road.
