NEW BUSINESS: <br />View Point at North Olmsted Go1f Course, located west off Canterbury Road, south <br />of Butternut Ridge Road and I-480. <br />Proposal to construct cluster homes. <br />Referred by Planning Commission October 8, 1991. <br />Mr. Bower, owner, and Mr. Kephart, architect, presented slides showing other <br />developments the architect had designed, an apartment complex which Shore West <br />has developed and in which the interiors are somewhat similar to this proposal, <br />as well as the neighborhoods surrounding this development, the golf course, and <br />some of the vacant area which is to be incorporated into this'development. After <br />this presentation, they submitted the site plan showing one entry (as requested <br />by the PlaxLn;ng Commission) separated by islands, with accesses to both the Vista <br />Home area, the Golf Home axea, and the parking lot and clubhouse for the golf <br />course which will remain public. The small pond at the entry will be shallow with <br />a fountain to aerate it. He clarified that the Golf Homes are attached side by <br />side with separate walls and a small air space between. The triplex tmits in the <br />Vista Home area have two units on the second floor with entrances in the front <br />and a side entrance for the first floor tmit. They explained that the steeply <br />pitched forest green roofs were in keeping with some of the surrounding <br />architecture and their homes, the clubhouse and guard houses would be a shell <br />white with the same color trim. Mr. Sohn is concerned about the color scheme <br />being mnotonous, and would prefer more variety of colors. Mr. Kephart stated <br />this concept is frequently found in resort areas and specifically mentioned those <br />in mountains of Colorado, in Maine, and forest service resorts. Mr. Bower pointed <br />out that this resort atmosphere can be seen in Vermilion Lagoons which had an <br />architectural style similar to their's with all black roofs and also that the <br />central area of Gates Mills has the same situation where there are deed <br />restrictions requiring white siding and either a black or green roof. He believes <br />that this unifies the conununity and the homes would blend into this is a heavily <br />wooded area. Mr. Kephart explained that.the concept of similar colors is often <br />used in cluster developments. In response to Mrs. Case's questioned he explained <br />that the buffering between the golf course and some of the adjacent residents was <br />being designed with input from these residents. There is also a heavily wooded <br />area with a creek which will act as a natural buffer. All maintenance equipment <br />will be housed in the golf course maintenance building. They further advised that <br />the total area would be 69.891 acres, and that their target market was empty <br />nesters. Since Mr. Sohn still has a problem wi.th the color scheme, he requested <br />that the developer present pictures of other comrmities with the same type color <br />scheme. They further explained tha.t the garages of the triplex buildings face one <br />another and there is 30 feet of concrete between them to allow enough room to <br />back out; however, the driveways are only 12 to 15 feet wide so there will be an <br />8 foot landscape buffer on ea.ch side to help screen this area. The guest parking <br />is tucked into landscaped islands and far exceeds the requirements. All utilities <br />will be Lmderground, but the transformers and air conditioner uni:ts will be on <br />the ground and screened with landscaping. There will be lights on all the garages <br />and carriage lantern type lights on the property. He,clarified that all the <br />lights, streets, etc., would be private and would-f be maintained by an <br />association. Mra Kephart thought that the association could require that these <br />2
