•;, ;?, <br />11) Carter Plaza West/Best Products Lot Split, property located between Gas Town- <br />Gas Station and First Federal of Lakewood. <br />Request for variance (1123.12). Request 56.09 foot variance for frontage of <br />sublot 1(proposed Carter Plaza West property) and 90.28 foot variance for <br />frontage of sublot 2(Best property) to subdivide existing Best property. <br />Violation of Ord. 87-93, Section 1139.06. Subdivision of property was heard by <br />Planning Comnission an February 12, 1991. <br />Chairman Gomersall called all interested parties before the Board. The oath was <br />administered to Mr. Acciarri, architect, who explained that they were <br />requesting a lot split of the south western portion of the Best Products <br />property. He maintains that when they reviewed the original development plans <br />of the State Wholesale project in 1978, it was obvious that this parcel was <br />intended for future development. Planning Commission had three concerns. One <br />was that the developer could lease the property, thus no variance would be <br />required for a lot split. He maintained that the developer ha.s been advised not <br />to lease from Best Products since they have filed for Chapter 11 and frequently <br />Bankniptcy Court has terminated such a lease; also it would be impossible to <br />finance the new development because of the existing building. The second <br />concern was this would set a precedent for subdividing other parcels. His <br />study of other properties did not reveal that there were any other such <br />situations. The third concern was traffic, and he maintains that, after working <br />with the Planning Comnission and the City Traffic Engineer, they have the best <br />possible traffic pattern, pointing out that they will not be adding any curb <br />cuts on Lorain Roado Law Director Gareau clarified that a lot in the General <br />Retail district requires 150 feet of frontage. Mr. Acciarri stated that they <br />meet all other codes, they have reduced their building several time, and the <br />Police Department had no problem with with the development. He advised that <br />the prospective tenant was a marine store which was a low volume business <br />Members stated that this could change, that this area was highly congested, <br />especially during December. J. Maloney moved to approve the request for 56.09 <br />foot variance for frontage of sublot 1 and a 90.28 foot variance for frontage <br />of sublot 2 in order to subdivide the existing Best property for Carter Plaza <br />West, seconded by B. Grace. Roll call on motion: Maloney, Grace, Gallagher, <br />Restifo, and Gomersall, no. Motion failed to pass. Variances denied. <br />12) Pa er Place Part Goods Outlet 4670 Great Northern Blvd. <br />Request for variance (1123.120). Request 80 square foot variance for total <br />sign area to relocate existing wall and ground signs to new location. <br />Violation of Ord. 87-93, Section 1163.06(d). <br />Chairman Gomersall called all interested parties before the Board. The oath was <br />administered to G. Muzilla who explained that he was moving from Lorain Road to <br />4670 Great Northern Boulevard and he would like to use his existing signs. <br />There is a ground sign there now which he can use if the variance is granted. <br />Mr. Grace stated it would appear that this sign is smaller than the previous <br />sign, and the ground sign was there. It was clarified that the total sign area <br />was for both signs. B. Grace moved to grant the request for an 80 square foot <br />variance for total - sign area to relocate existing wall and ground signs to new <br />location for the Paper Place Party Goods Outlet, 4670 Great Northern Blvd., <br />seconded by R. Gomersall, and tmanimously approved. Variances granted. <br />13) CSQP 28951 and 28961 Lorain Road. <br />Request for variance (1123.12). Request 29.5 square foot variance for wall <br />sign. Violation of Ord. 87-93, Section 1163.06.
