.? <br />Vice Chairman Restifo called all interested parties before the Board. The oath <br />was administered to Mr. Bowser, and M. Lakatos, contractor, who explained that <br />they did intend to put in the fire rated dry wall on the garage. B. Grace <br />moved to grant the request for Rawley Bowser, 3147 West 231st Street, for a 15 <br />foot rear yard variance to construct an addition and also request a 4 foot 6 <br />inch variance for distance between addition and existing detached garage with <br />the condition that fire rating requirements must be met, seconded by J. <br />Maloney, and unanimously approved. Variances granted. <br />9. Brooklor Center, 26075 Lorain Road. <br />Request for variance (1123.12). Request 34 foot front set back variance to <br />construct building. Request variance for 82 less parking spaces than required <br />(this is 12 parking spaces less non-conforming than what is existing now). <br />Request variance for loading zone in front set back. Violations of Ord. 87- <br />93, Sections 1139.03(a), 1161.05(s), and 1161.12(b). Also request variance for <br />3 pole signs on property (4 pole signs are existing now, 1 is allowed). Request <br />173 square foot variance for sign area of main shopping center pole sign and <br />183.5 square foot variance for supports and trim of pole sign. Violations of <br />Ord.87-93, Sections 1163.06(b)4 and (f)4. Also request 112 square foot variance <br />for total sign area of ground sign and 54 square foot variance for trim. <br />Violation of Section 1163.06(f)2. Also request variances for for sign area for <br />wall signs on individual buildings as will be explained. Violation of Section <br />1163.06(d). <br />Heard by Planning Commission April 23, 1991. <br />Vice Chairman Restifo called all interested parties before the Board. Mr. <br />Stark, owner, Mr. Bedar, a representative of the owner, and Mr. Kline, <br />architect, presented the request. Mr. Stark explained that since he was <br />finally able to buy back the lease of the former Ames store and was able to <br />purchase the old A.T.T. transformer building, he is now planning to construct <br />another building, renovate the front and side elevations of the existing <br />buildings, close a drive on Lorain Road, open an access on Brookpark which was <br />approved in 1985 by the State of Ohio, and add green area. These plans have <br />been approved by Planning Commission and the Architectural Board of Review. In <br />reference to the signage, he explained that they utilized the existing wall <br />signs of the present tenants and are showing the signage of a proposed tenant, <br />the pole sign will have less signage but will have piers that tie into the <br />architectural statement, but overall the proposed signage is less than is <br />PXlsting, however it is more than allowed by the city. Parking is also being <br />increased, but is less than is required. It was clarified that the pole sign <br />will be lower than it is now. Building Commissioner Conway verified that the <br />existing sign is 432 square feet and the proposed is 273 square feet. There are <br />four pole signs on the property now, one will be eliminated and a ground sign <br />will be added. Mr. Conway advised that also included in the variance is the <br />gingerbread which surrounds the perimeter of the message, because it is in <br />excess of 25% of the sign. In reference to the drives, Mr. Stark explained that <br />they have reviewed this with the Safety Director, Police Department, and City <br />Traffic Engineer, and it has been decided that the signal, which is traffic <br />activated, will be left on all night and that stop signs and landscape areas <br />will be installed to hinder drivers from cutting through the parking lot. Mr. <br />Maloney is concerned because drivers are trying to make left hand turns from <br />both the east and west lanes on Lorain Road. P1r. Gareau does not lmow how this <br />could be alleviated other than allowing one of the restaurants to exit out of <br />the Recreation Center drive which was discussed at one time.
