B. <br />Zergott moved that the Board would agree to painting the remaining part of the <br />mansard beige, but with the sign exactly as shown without red lines which are <br />just extending the sign with the condition that Mr. Sohn review this proposal <br />and these recommendations which will be forwarded to the Planning Commission, <br />seconded by T. Gallagher, and unanimously approved. It was explained that Mr. <br />Sohn's report will be presented before the next Planning Commission meeting. The <br />developers would like to speak with Mr. Sohn. Mr. Sohn will be given their phone <br />number and the Board would recommend that he call them. The clerk will fax his <br />coments to the developers. Mr. Gallagher clarified that the support of this <br />mansard must conform to the building code and would be approved by the Buil.ding <br />Department. <br />4) Cirjnamon Woods (Hennie Homes) detailed development plans to construct duplex <br />homes on in Mixed Use District. Property bounded by rear property lines of homes <br />on the west side of Barton Road,, Interstate 480, and Olmsted Townshipe <br />Preliminary Land Use plan approved by Planning Commission on February 11, 1992, <br />and by Council on March 3, 1992. <br />Mr. Grendell, attorney, and Mr. Elliot, project manager, presented revised <br />plans for the 55 acre parcel off Barton Road and adjacent to I-480. This Mixed <br />Use "C" parcel has an existing 30 foot wide road down center which was <br />constructed by O.D.O.T. In 1980 a proposal by Christ The King Comm?mity was <br />approved by the City, but anly one duplex tmit was ever developed. They are now <br />presenting a detailed development plan for 214 single family attached hou.sing <br />(two lm.its per building). It was necessary to reduce the rnunber of units from <br />276 to 214 because the plans were changed to ha.ve two car garages. There will be <br />3 types of interchangeable Lmits: a ranch, a 1-1/2 story, and a 2 story, there <br />could be any combination of units to give a varied streetscape. Vinyl siding <br />will be a cape code gray with white trim (corners, front doors, garage doors, <br />window trim and fence); the roof wi11 be Certainteed Gray Frost shingles. There <br />is an optional free standing tmit, but since the number of tmits ha.s been <br />reduced, the number of single family units will be decreased. The development <br />will be completed in 7 phases, with the first phase being the street that had <br />been developed by the previous awner. The existing building on that street will <br />be re-faced to blend in. There are 3 single family lots facing Barton Road which <br />will be developed separately. The entrance sign will be set back inside their <br />property line, and will not be placed an Barton Road. The sign will be lighted <br />with 200 watt flood lights, incandescent black ornamental light fixtures will be <br />installed on 6 foot high polesin front of each tmit on the private streets and <br />a sma.ller matching fixture will be installed on each unit at the front door, and <br />the C.E.I. street lights will be installed on the main street, which is the only <br />street to be dedicated. The private streets will be under a condominiLUn type <br />association. There will be sidewalks on on both sides of the dedicated street. <br />Mr. Elliott stated that the Planning Commission had required a 50 foot rear <br />setback from the property line adjaeent to the Olmsted Township, and three of <br />the units shown on the plan are too close, but there is room to adjust them to <br />conform, there will be 25 foot front 5etbaek, and 15 feet on the side. The units <br />are set up for 20 foot on the side, allowing latitude to shift thesn somewha.t. <br />Most of buffering along I-480 will be mounding (up to 6 feet) with trees, <br />however fences will be used where the units are too close. In reference to the <br />landscape plan, Mr. Zergott realized that the planting plan for the front of the <br />units could not be definite, his main comment was that the Globe Arbs be changed <br />to a taxus. He suggested that the lamp posts be installed in the landscaped <br />areas, however Mr. Elliott was concerned that might not provide enough light at
