J <br />'" <br />CITY OF NORTH OLMSTID <br />ARCFIITECTURAL REVIEW BOARD <br />MINUTES - SPECI.AL MEETING <br />APRIL 29, 1992 <br />I. ROLL CALL: <br />Chairman Zergott called the meeting to order at 5:40 p.m. <br />Present: Y. Sohn and B. Zergott <br />Mr. Gallagher arrived at 5:50 p.m. <br />Also present: Building Commissioner Conway and Clerk of Commissions Oring. <br />II• REVIEW AND CORRECTION OF MINUTES <br />The review of minutes will be deferred until the next meetinge <br />III. SIGNS: <br />1) Chi-Chi's Restaurante, 25411 Great Northern Plaza North, <br />Pole Sign. <br />Building Commissioner Conway presented a colored renderi.ng of the sign and <br />advised that he was not comfortable with'the colors and would like the Boards' <br />approval. He further explained that this was a pole sign which would also need a <br />variance from the Board of Zoning Appeals. Mr. Sohn would like to see samples of <br />the materials. Sign contractors are not a required to submit samples of <br />ma.terials for signs. Mr. Conway pointed out that there would be three colored <br />bands of neon along the top of the sign. The members decided that if these <br />colors will match the colors that were previously approved for the building by <br />this Board, the sign could be approved. The members have no problem with the <br />concept. B. Zergott moved to approve the concept of the sign and to approve the <br />colors as long as they match the colors of the building, seconded by Y. Sohn, <br />and unanimously approved. <br />N. OLD BUSINESS: <br />No items. <br />V. NEInT BITSINESS: <br />1) Moen Corporate Headquarters, located on the west side of Great Northern <br />Boulevaxd, south of I-480. <br />Proposal to construct three story of£ice building <br />Referred by Plarm;ng Commission April 23, 1992. <br />Mr. Cocco, architect, presented a colored site plan and explained that the <br />location is on the southwest corner of Great Northern Boulevard adjacent to the <br />east bound off-ramp of I-480. This parcel is 11.3 acres with an access drive <br />(which is to be dedicated) into the Moen property; the structure will be 3 <br />stories above grade with a partial ba.sement area; landscaping will be around the <br />perimeter of the parking areas to the east and west, and conforms to the <br />requirement that 10% of the lot be landscaped; mounding will be installed along <br />Moen Drive, with an open area to allow visibility of the building, and also <br />along Great Northern Boulevard. A development sign is planned in the island of <br />the entrance drive and a Moen identification sign is planned at the entrance to <br />the driveway into their property. Restr.ictive covenants are being developed <br />regarding compatible signage on the whole development. There will be a service <br />drive off Moen Drive to the rear of the property where there is a recessed <br />loading dock and a trash compactor; a granite screen wall is planned around the
