ROLL CALL: <br />Chairman Gorris called the meeting to order at 8:00 P.M. <br />Present: T. Morgan, L. Orlowski, A. Skoulis, R. Tallon, and B. Gorris. <br />Absent: R. Bowen and J. Thomas. <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, Building <br />Commissioner Conway, and Clerk of Co??-?issions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />A. Skoulis moved to accept the minutes of January 28, 1992 as they have been <br />presented, seconded by L. Orlowski, and unanimously approved. <br />III. BUILDING DEPAR'LNIIIVT REQUESTS: <br />1) Hennie Homes (Cinnamon Woods) Preliminary Land Use Plan for property bounded by <br />Barton Road, rear property lines of homes facing Barton Road, Interstate 480, and <br />Olmsted Township. <br />Referred by Council January 7, 1992. <br />Mr. Grendell, attorney, presented the preliminary plans for 2 Lmit attached and <br />single family detached housing on a 56 acre parcel of land as required i.n Section <br />1149.07 of the Zoning Code. This submittal is also in keeping will Section <br />1149.03, the Mixed Use "C" designation. The parcel of land is owned by Christ The <br />King Comrm,nity who have requested that Hennie Homes, the developer, present the <br />proposal to the City. They are presenting drawings of the basic layout of the <br />development which is to be lmown as Cinnamon Woods; a report from N1r. Hill, a <br />planner; and proposed elevations of the buildings. He introduced the members of <br />the development team, Mr. R. Puzzitiello, Vice President of Hennie Homes; Mr. R. <br />Bieg, architect and land planner, and Mr. J. Elliot, project manager. Originally, <br />this garcel was zoned for Single Family, Multiple Residential, and Industry. In <br />the early 1980's the Regional Plann-ing Commission had recommended that the <br />property not be used for industrial purposes, but for some sort of clusterized <br />residential development. In the 1980`s Christ The King presented a proposal for a <br />series of "U" shaped streets built off the origi.nal service road. They intended <br />to build about 250 identical duplex units, a school, auditoritun and other <br />structures. One of the "U" shaped streets is developed and does contain one <br />duplex home on a privately owned separate parcel. He maintained that the <br />activities of the Conmmnity would have generated a significant amount of traffic. <br />In June of 1991 the church requested to have the property rezoned for cluster <br />homes and apartments. Later the request for apartments was withdrawn and in <br />September the church re-submitted for cluster or duplex homes. At that time the <br />proposal was tabled while the Commission was studying the Master Plan. At this <br />point Hennie Homes is presenting renderings, elevations, and a more detailed <br />explanation of the proposal which they believe is consistent with the present <br />zon;ng of Mixed Use "C". This proposal will be similar to an award winning <br />project, Pebblebrook Farms, in Willoughby Hills which has met the needs of young <br />couples and empty nesters. Mr. Puzzitiello explained that Hennie Homes, based in <br />North Olmsted, has been building here since the early 1950's and gave a <br />background of the company. Mr. Bieg, architect, explained that his company had <br />previously worked for Hennie Homes in designing the Settler's Landing Reserve <br />development which received national recognition for a single family, detached, <br />complex. He believed that this, too, will be an award winning development. He
