t. • • <br />could also be added. Chairman Gorris believed that the whole landscape plan <br />should be reviewed again by the Architectural Review Board. He advised that this <br />should be dealt with as two sepaxate issues, the first would be the site plan, <br />the second the architectural changes. City Engineer DeicYunann questioned if the <br />site plan approval will address the turning radii for safety vehicles. Mr. Neff <br />stated that Assistant Fire Chief Smith has reviewed and approved the plans. <br />Assistant Chief Smith was present and stated that he had reviewed the plan in <br />general, but had not seen the large scale drawings. Mr. Neff stated that he used <br />a template from the City to review all the radii. Mr. Deichmann stated his only <br />problem is with the turning radius at the west end of the property, which now is <br />an irregular shape, not the original circulax one. After some discussion, Mr. <br />Neff advised that two or three parking spaces could be removed- from the <br />westernmost turn. Mr. Orlowski pointed out 18 changes shown on the working <br />drawings, including a car wash, none of which were ever discussed; he stated that <br />these were not minor architectural changes. Regarding fire access, Mr. Dubelko <br />advised that the previous minutes stated that there might be some problems with <br />the turning radii; however, later Mr. Conway thought that they could be worked <br />oute The members discussed bringing the proposal back next month, and allowing <br />them to work only on the areas that are not controversial. Mr. Tenny, the <br />contractor, stated that he had tried to work with all people involved, and had <br />presented the most updated drawings which were reviewed and approved. He has a <br />site plan and building.plans which have been signed. There is only one turrL_ng <br />radius that is in question and that can be resolved. He stated that they are only <br />working at about 25% capacity now and they need approval on the entire site plan. <br />Assistant Chief Smith advised that by just looking at this he believed that all <br />the turning>,radii, except the one, would be acceptablee He would like to meet <br />with the developers and double check them with the template. Mr. Tenny agreed to <br />meet with Mr. Smith, Mr. Deichmann, and Mr. Neff tomorrow on the job site to <br />review turning radii. Mr. Smith will send a letter of approval if the plans are <br />approved. R. Tallon moved to approve the revised site plan, the revision is on <br />page 1, dated December 11, 1991, conditioned upon the approval of all the radii <br />for the safety vehicles and with the additional landscaping and mounding on the <br />north east quadrant (from the driveway to the property line) as the drainage <br />allows, and also subject to the submission of an acceptable landscape plan which <br />must be returned to the Architectural Review Board and Planning, seconded by L. <br />Orlowski, and unanimously approved. Mr. Gorris clarified that this motion only <br />addressed the location of the buildings. Mr. Gavin asked if some amendments could <br />be made to the architectural changes.. Mr. Gorris stated that this is not a <br />working meeting and the vote will be on the proposal as presented. Mr. Tenny <br />explained that the roof, dormers and porches would be changed back to the way <br />they were originally were shown. L. Orlowski moved to approve the Butternut Ridge <br />Apartments, 5618-5800 Great Northern Blvdo, the architectural changes as <br />proposed, seconded by B. Gorris. Roll call on motion: Orlowski, Gorris, Plorgan, <br />Skoulis, and Tallon, no. Motion failed to pass. Mr. Gavin was advised that the <br />modified site plan was approved with the exception of the turning radii, and that <br />they will have to come back with additional landscaping. Mr. Gorris asked if the <br />Forester would give a smmiary on what has been done on the property. <br />NEW DEVELOPMIIVTS AND SUBDIVISIONS : <br />Georgialis Consolidation Plat. The proposal is to combine permanent parcel nos. <br />232-28-25, 232-28-51 and 232-28-52 into one (1) parcel. Location is the north <br />side of Lorain Road east of Silverdale Road, and the existing site of the Dragon <br />Gourmet Restaurant. Zoning is Retail Business, General, entirely. Note that the <br />northerly portion of this proposal (p.p. noa 232-28-25) was recently rezoned by <br />9
