but that can be shortened to 6 months. Mr. Gorris questioned item number 11, Lack <br />of Cohesiveness of Commercial Areas, and what that meant. Ms. Kulokowski gave an <br />example on the west side of town where a modern white building (Stylin Concepts) <br />is located in an area of homes used as residential or converted to a business <br />use. Mro Gorris responded that was because Lorain Road had been zoned commercial <br />since 1960's and one purpose of the master plan is to stop this commercial growth <br />to the west. Mr. Tallon stated that with a legitimate master plan rezoning thi.s <br />property to an alternate and comparable use would be possible. Mr. Tressler <br />explained the Existing Land Use Inventory. Prior to doing the field survey, they <br />updated the City's base map, which did show the new subdivisions and the <br />industrial park, but did not include the more recent lot consolidations and <br />splits. Using the County Auditor's books they noted all these changes, and also <br />re-labeled other areas such as the public schools, Great Northern's various <br />properties, the Metro Parks, etc. with their current titles; and also designated <br />paper subdivisions and streets with slashed lines. Duplicate mylars will be <br />provided to the Engineering Department. The aerial photograph which was presented <br />was taken in 1986, but is still somewhat helpful. Most of this survey was taken <br />in the field. He explained that since there are many "bowling alley" lots in the <br />. City and where it could not be determined what the rear portion was being Use <br />for, they left the first 300 feet of a residential lot as a residential use, and <br />rt designated the rear portion as undeveloped. In the case of sever engineering <br />'0- constraints (steep slopes, a water course runr,;ng through the property, etc.) on <br />- a residential lot, they considered the whole lot as residential. At the beginning <br />? of the meeting, he had presented an updated land use survey, and he explained <br />North Olmsted has had two master plans done in the past, ane in 1973 and the <br />? other in 1967 and his comparisons will be to these studies. In the last 25 years, <br />North Olmsted has gone from being 65% developed to 85% developed, the amount <br />development between 1967 and 1973 exceeded that which has taken place since 1973, <br />, the majority of the growth between 1967 and 1973 was in single family homes, and <br />between 1973 and the present, half of the growth has been comercial. In 1973, 3% <br />?J of the total land area was a commercial use, now it is 7%. He clarified that for <br />the purpose of this study, condominitmms are considered multifamily, and any <br />? condominium that ha.s 1 imit attached to another is considered multifamily, not.2 <br />family. Between 1973 and the present there has been very little change in the <br />amount of land devoted to outdoor recreation and comrmun-i ty facilities, such as <br />churches, public buildings, and schools; little change in industrial use (there <br />has been a change in the locations); and no change in multifamily high rises. He <br />presented a copy of a Comercial and Industrial Vacant-Land Inventory, completed <br />in 1982 and somewhat updated in 1985; by the Regional (now.County) P1arLning <br />Commission and the Department of Gommunity Development. They are trying to get <br />funding for a new study which will also show a listing as to whether a site is in <br />an I.T.A., an enterprise zone, or a community reinvestment area. He left this so <br />that copies could be madeo In response to Mr. Thomas' question, Mr. Tressler <br />advised that very few cities have updated base maps showing all changes and <br />unless they have hired C.P.C. for some type of study, most maps are out of date. <br />It would appear that the last time North Olmsted's map had been updated was in <br />1973, except for new subdivisions. The colored coded land use map which had been <br />placed on the Bulletin board will be photographed and reduced for this report, <br />and will be left for a while so it can be seen by City officials and he also <br />suggested that the residents be made aware of it. Since there are 32 vacant land <br />areas listed in the survey, Mr. Schultz suggested that the Commission givesome <br />input as to which areas would be the most important to look into, and also the <br />focus areas that are to be studied do not necessarily have to be vacant land <br />areas, they could be developed areas for which a change might be indicated or <br />4
