They had originally <br />considered that there would be 6 to 9 focus areas, which they had intended to <br />discuss in April, but the Commission had indicated that some of these should be <br />discussed earlier, specifically, the Christ The King parcel. Mr. Thomas stated <br />that the proposed development for that parcel could change and believed that some <br />direction should still be established for it even if it is not addressed at the <br />next meeting. Mr. Tallon would like C.P.C to state which axeas they believe <br />should be a focus area. Mr. Schultz defined a focus area as an area within a <br />eorrnrnunity of special interest to public officials, business oFmers, and residents <br />which demonstrates a potential for either development or redevelopment, either <br />vacant or tmder-developed (in terms of economic use) land. These areas may vary <br />greatly in size. Mr. Skoulis stated that in previous discussions, the Commission <br />had considered that focus areas would be those areas where there would be an <br />unusual amount of pressure on the City to rezone from residential to commercial, <br />especially where new roads such as the Stearns Road extension and the Great <br />Northern extension. Mr. Gorris agreed stating that the land adjacent to Stearns <br />Road extension would be one, as well as the west end of Lorain Road, but he <br />believed that some of these other areas must be discussed as well. He mentioned <br />the that the members had received a letter from the West Park - Forest Ridge <br />Civic Association which stated their concern over the Stearns Crocker area. Mr. <br />Gorris suggested that the members look into these areas individually and also <br />identify any area which they believed should be a focus area. Mr. Thoma.s agreed <br />that if the Commission looks into these "hot spots" before a developer comes in, <br />they can offer some guidance when a proposal is presented. During previous <br />discussions, the members did Tist vaxious concerns, but did not specifically <br />mention paxeels. Mr. Tallon believed that the program should be presented in a <br />progression that is feasible, and pointed that Stearns Crocker will not be <br />constructed for 5 years. Mr. Schultz believed that the land adjacent to the <br />Stearns Crocker extension must be studied since the county is moving ahead with <br />this project. He advised that originally they listed five general areas including <br />the Lorain Road corridor (which may be broken down into 2 or 3 areas) and the <br />proposed Stearns-Crocker connection as focus areaso It was clarified the map that <br />was presented only listed vacant areas, but the first map did refer to these <br />areas as potential focus areas. Mr. Schultz stated that any of this vacant land <br />could become a focus area, but tryi:ng to cover all 32 land areas would be a <br />disservice to the City. It was agreed that the members would list any axea they <br />believed to be a focus area and that the Christ-The-Ki.ng area would not have to <br />be addressed earlier than the others. Mr. Schultz asked the members to prioritize <br />what they believe to be the most important areas and to limit them to 6 to 9 <br />areas so that an in-depth study can be made for each. They will give general <br />recommendations for the remainder of the City. He clarified that a focus area can <br />be any size, and once a focus area is determined, alternative plans will be <br />developed. They will also do an i,mpact analysis showing the rnunber of people, <br />school age children, traffic and taxes that would lie generated by a proposed use <br />as well as the impact on the sewer system, etc. and also will show the land use <br />compatibility. In a commercial area they would look at options, such as office, <br />retail, or light manufacturing, and also would include the impact study. This <br />information will be presented to the members along with the pros and cons of <br />each, and then the Comnission can ma.ke the final determination. G`hairman Gorris <br />asked that before the 15th of March, the members submit a list of at least 5 and <br />up to 10 focus areas ranked in the order of priority, and including a brief <br />description of the area and the reason for their concern. He will compile one <br />list from those presented, including his own. He would also like input from <br />? <br />? <br />ri <br />? <br />?
