Bowen, T. Morgan, A. Skoulis, J. Thomas, and B. Gorris <br />Mr. Tallon arrived at 8:10 p.m. <br />Absent: L. Orlowski <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichnann, Building <br />Commissioner Conway, and Clerk of Corrnnissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES <br />J. Thomas moved to approve the minutes of the special meeting of February 25, <br />1992 as written, seconded by R. Bowen, and unanimously approved. <br />J. BUILDING DEPARTT1IIVT REQUESTS: <br />1) Velvet Touch Auto Wash, 27100 Lorain Road. <br />Proposal to remodel existing abandoned car wash building and property. <br />Frank Barnett, developer, and J. Ulisse, designer, presented plans, and <br />explained that the building would be refurbished by adding a new roof, soffits, <br />and some finish materials. Landscaping, concrete drives and curbs will be added; <br />two ingress/egress drives are planned, one on Dover Center and one on Lorain <br />Road; customers will drive through the car wash; and there will be no retail <br />sales. Members studied the -traffic flow pattern within the property. The <br />developers maintained that most drivers will enter on Lorain Road and exit on <br />Dover Road, and 17 caxs could be stacked on the lot. There might be a conflict <br />with drivers entering from two directions, but an attendant is to direct traffic; <br />the vacutuns are located on the entrance drive, but there is an area for drivers <br />to pull out of the traffic lane. The Lorain Road entrance curb cut is about 25 to <br />30 feet wide, the exit lane about 12 feet wide. Both lanes an Dover Center are 12 <br />feet wide. The members are concerned about the location of the vacutnns since <br />drivers would have to ba.ck track in order to use them after the car is washed <br />(Mr. Barnett had stated earlier that most drivers vacuu[n after the car is <br />washed). There is also concern about the 12 foot wide exits and entrance. Tlie <br />developers explained that both the Lorain and Dover Center Road exits will be <br />right turn only. Mr. Skoulis stated that it would be impossible to turn left off <br />Dover Center into the property. Mr. Thomas pointed out that it is frequently <br />impossible to enforce a right turn only. Mr. Ta11on stated that a drive could be <br />curbed to the right, but questioned the need for an access on Dover Center which <br />is highly congested. Mr. Bowen pointed out that there was no provision for east <br />bound traffic. Mr. Skoulis was in favor of improving the appearance of this area, <br />but was concerned about traffic congestion. The members discu.ssed using the Dover <br />Center drive for e.xit only, and having one entrance on Lorain Road. Mr. Tallon <br />suggested widening the Lorain Road exit and closing off the Dover Center drive <br />completely. Mr. Barnett would like this exit only to the north (right). Mr. <br />Skoulis pointed out that turning east on Lorain Road would be impossible because <br />of the proximity to the intersection. In response to the members questions, the <br />developers advised that this is a totally automatic car wash with one or two <br />attendants; there would be no change machines on the property; and it would take <br />? <br />? <br />? <br />? <br />? <br />? <br />1
