y ' <br />amin;rm,m of 500 cars a week to make a profit. Mr. Tallon again suggested closing <br />off the Dover Center Road drive entirely and using that area to stack cars. The <br />members questioned if this 50 foot wide area was large enough to use as a turn <br />around. Mr. Bowen pointed out that, if the Dover Center drive was eliminated, <br />there would be no exit out from the vacuums. The members are concerned about the <br />traffic pattern and the location of the vacutuns. In response to Mr. Thomas's <br />questions, Mr. Ba.rnett stated that, during peak times, a car would exit the wash <br />about every 45 seconds (four cars are being washed at the same time) for a total <br />165 an hour; and that anly about 15% of their customers use the vacuums.- It was <br />agreed that the vacutuns should be relocated so cars must be vacuumed before being <br />washed. P1r. Tallon suggested putting the vacuums on the center island between the <br />entrance drives off Lorain so both lanes would have access to them. Mra Bowen <br />suggested ha.ving one lane for the vacuum and one for wash only. Mr. Ulisse was <br />concerned that this would hold up traffic and cars might stack up on Lorain Road. <br />Builcling Commissioner Conway pointed out that at least one of the vacutuns shown <br />on the plan is in the 75 foot front setback and would require a variance. Mr. <br />Morgan believed that this business would generate too much traffic for this <br />congested area, and believed that the developer should present a traffic study. <br />3'he members agreed that this was not a good use for this property. Mr. Thomas <br />stated that if the building were torn down, perhaps a traffic pattern that made <br />sense could be designed. Mr. Barnett stated that this layout would work, pointing <br />out that he had designed 1,000 car washes. Mr. Skoulis would like the Comariission <br />? to give some input as to what should be considered iri the traffic study. As a <br />? former resident of that area, Mr. Thomas stated that it had been virtually <br />impossible to turn left off Lucydale onto Lorain Road, and believed that any high <br />volume entrance or exit on, this part of Lorain would be a hazard. The members <br />0 discussed the traffic gattern. Mr. Tallon advised that it would almost be <br />? impossible to turn right on Dover Center between 4:30 and 6:00 p.m. because there <br />? is a solid line of traffic. In that case, Mr. Barnett would hire a traffic <br />officer as well as the attendant on the property. Mrs. Uliwitz, who owns the <br />insurance agency south of the Dover Center Drive, advised that they had been told <br />' by the City that this was a City easement drive and that the City had placed <br />.? barriers across the drive to stop traffic on that drive. Mr. Minotti, the present <br />• owner, advised that he owned the property and ha.d barricaded the drive at the <br />request of the Citya Chairman Gorris advised the developers that the Commission <br />- woUld like an expert opinion regarding the traffic patterns because there is <br />concern whether or not that parcel can.handle that large flow of traffic at Dover <br />Center and Lorain Road. He would like a study of the ingress and egress to the <br />property as well as a study of.the traffic on the property. Mr. Thomas questioned <br />if the traffic e.xpert is supposed to advise whai: is the best use for this <br />property, or to advise how best to use tYiis property for a car wash. Mr. Tallon <br />believed that they needed to lmow if that area can support a car wash considering <br />the cars per hour. Assistant Law Director Dubelko stated that it was his <br />understanding that no one is suggesting that this cannot be used as a car wash <br />since this is a permitted use tmder the code; and they are merely asking that a <br />good traffic pattern be established to insure that this will not be aggravating <br />or causing a traffic problem. He clarified that since this is a permitted use <br />under the code, the proposal cannot be prohibited on the basis of a traffic <br />analysis since it is the City's job to ma.intain good traffic. City Engineer <br />Deichmann recommended that a traffic engineer look at on site circulation and <br />also make recommendations for ingress and egress, and he would like to review <br />this report. Mr. Barnett agreed to do the study. N1r. Thomas stated that the City <br />will recommend some traffic experts, but the developer would not ha.ve to Use one <br />of these, but they should use a qualified traffic expert.
