It was clarified that presently there is enough parking to <br />serviee this complex as long as this buiiding is for storage, however 6 to 8 <br />spaces would probably be needed if the use were retail). The mtion was seconded <br />by Mr. Tallon. Mrs. Wiersma was concerned about additional buffering since <br />because of the grade the fence is not adequate. She was advised this will be <br />discussed at the next meeting when the proposal will be referred to the <br />Architectural Review Board. The motion was approved tmanimously. Mrs. Wiersma <br />was advised that no other notice would be sent. <br />3) Rini's Supermarket #11, 23100 Lorain Road. <br />Proposal to construct an addition to the front of the store. <br />Mr. Draeger, architect; explained that there had been a previous proposal to <br />install an entrance vestibule on the building, but it was never constructed. They <br />are now proposing to install a glass enclosed entrance vestibule and also bring <br />the front wall of the building out 8 feet to allow for some interior changes: <br />move the office to the front; increase the size of the bakery; and install a l? <br />pharmacy. Nine parkirg spaces will be lost, but this could be reduced to 7, if <br />the two at the east end could remaino He presented a colored elevation explaini:ng ? <br />that this would be the same at both locations. There will be a green metal ? <br />mansard with sloped glass at the two entrances and with some glass over the other <br />areas. In response to Mr. Skoulis' question, Mr. Draeger stated tha.t there will ` <br />be insi:de cart storage in the entrances. Building Commissioner Conway pointed aut <br />that the site plan still shows parking that was previously eliminated because it ? <br />interfered with the loading area, -this will not effect the parking count, but he <br />would like the site plan to reflect that this parking has been eliminated. Mr. <br />Conway has verified the parking and the 219 parking shown conforms to code (201 - <br />are required). Mr. Draeger explained that now that shopping hours have been ? <br />extended, there is no longer the need for additional.parki.ng. Several adjacent • <br />residents were present. Mr. Holmak, who lives behind the store, stated that <br />parking is not adequa.te since many Rini's customers have to park in the adjaeent <br />bank parking lot; that the fence tha.t was installed between theix properties has. <br />been damaged frequently by the large tractor trailers since there is not enough <br />roon to maneuver; that the garbage has been a problem especially in the suuner, <br />-it has been somewhat improved, but there are still odors; the diesel <br />refrigeration trucks run continua.lly while making deliveries emitting fumes all <br />siuruner long. He would like to ha.ve some consideration of these issues. He has no <br />problem with the renovation, but maintained that drivers still park near the <br />loading zones and ignore the no parking signs, and suggested that this area <br />should be a tow away zone. Mr. Draeger will meeting with the neighbors to hear <br />their complaints and will note the fence repair on the plans so that it will have <br />to be repaired before an occupancy permit can be obtained. He wi11 talk with the <br />owners about the other issues. R. Tallon moved to refer this proposal to the <br />Architectural Review Board and the Safety Depaxtment for the Rini's #11 <br />Supermarket expansion as proposed with the understanding that Mr. Draeger will <br />meet with the residents on the problems and will advise how they are going to <br />resolve the various problems and how they plan.to enforce the no parking area, <br />and further that. the plans should reflect 'the elimina.tion of the parking on the <br />north.west corner, seconded by B. Gorris, and unanimously approved. (During the <br />discussion of the next proposal, the Commission asked that the developers <br />consider the addition of some landscaping at both locations). <br />5
