He explained various issues which could be considered in each. <br />Chairman Gorris has compiled the focus areas submitted by six members. Three <br />areas appeared on most of the lists: 1) The western end of Lorain Road (west from <br />Stearns Road), members prefer an alternative use to retail; 2) The Crocker <br />Stearns extension, members concerned about use on either side of the road, would <br />consider leaving totally Lmdeveloped; 3) Relocated 252, north, -how should be <br />developed through residential areas; the above areas were on the lists of 4 <br />members and the C.P.C. Areas mentioned by members, but not CeP.C: the east side <br />of Colunbia Road between Brookpark and Ma.stick Roads and where there is also a <br />possibility of an exit ramp for 1480, members are concerned because this is a <br />residential road which is in transition (it was decided to study the west side of <br />Columbia and also part of Brookpark). In reference to this area, Mr. Skoulis <br />advised that the residents are very concerned about rezoning, if rezoning is <br />necessary, they would prefer it be to multi-residencea Two more areas of concern <br />were the at Intersection of I-480 and Stearns Road (members suggested that all of <br />Stearns Road to Olmsted Township be included in the Crocker/Stearns focus area; <br />and the second area would be the Old Sherwin Williams property on Lorain Road. <br />Members agreed that the Industrial Park should not be included as. a focus area; <br />and questioned if the Mall area should be a focus area. Ms. Thayler pointed out <br />that developing the Industrial Park would have an impact on the tax basea The <br />members believed that this could be addressed separately, and also questioned if <br />they were limited to 6 areas. Mr. Schultz cautioned if the number of focus areas <br />were increased greatly, the level of detail will be reduced for each. It was <br />agreed that the Great Northern Mall shoulcl not be a focus area but could be a <br />secondary issue. Mr. Skoulis would like to study all of Brookpark Road, not just <br />the area adjacent to Columbia Road. MemUers agreed to the following focus areas: <br />Western end of Lorain Road Corridor from Stearns Road west; Crocker/Stearns <br />extension, including Stearns Road, from the Olmsted Township line to the Westlake <br />line; relocated route 252; Brookpark Road from Great Northern Boulevard east to <br />the North Olmsted line; and the east side of Old Columbia Road to 1480. The <br />eastern Lorain Road corridor (suggested by C.P.C.) was eliminatedo Councilman <br />Lind stated that his constituents were concerned about the large vacant parcel <br />west of 231st.(number 30 on the map). The members discussed if more focus areas <br />should be listed.and Mr. Skoulis believed that a discussion on these areas should <br />begin this evening and possibility adding more areas later. Mr. Schultz explained <br />that once the focus areas are identified, the detailed planning can be started <br />and, particularly the vacant parcels, alternative scenarios can be suggested, and <br />a study will be made on the anticipated impact of various developments. In <br />developed areas, they might suggested a better design criteria to be followed in <br />the future. Ms. Thayler suggested various methods for improving developed areas; <br />adding street trees; eliminating driveways, etc. Mr. Thomas believed that the <br />members are aware of these problems and solutions, and those issues can.be <br />addressed during the regular planning process, but the master plan is to <br />establish a focus and goals for the areas that have been mentioned. Mr. Skoulis <br />would like to discuss these areas this evening, in order to make the C.P.C. aware <br />of what the Commission and the residents believed to be important, especiaily to <br />discuss one of the issues with the residents who are present. Chairman Gorris was <br />plann-ing to have discu.ssions after the C.P.C. ha,d studied the areaso Mr. Skoulis <br />is concerned that the C.P.C. was not aware of the residents concerns. Mr. Schultz <br />advised that he has received correspondence from residents stating their concerns <br />about the Crocker Stearns extension. Mr. Morgan believed that the points made by <br />the commission about Crocker Stearns were the same as those stated by the <br />residents.
