r <br />situation. Mr. Skoulis stated that he has occasionally seen cars over flowing <br />onto Lorain Road at the BP Car Wash. Mr. Gorris read the Safety Department <br />Report: William Smith, Assistant Fire Chief stated "No objection to plan as <br />proposed." Captain Lee Scott from the Police Department stated "I see the <br />potential of having a serious traffic problem here.. I would recommend that no <br />left turn into or out of the car wash from Lorain be permitted. Also no left turn <br />into car wash from Dover Road unless common left turn lane is extended further <br />south to accomr?odate this." Mr. Lipesto stated that they had recommended that an <br />attendant direct traffic during busy times. The members agreed it would be <br />impossible to make a left hand ttrn- into the property from either Lorain or pover <br />Center Road, and that only.right turns both in or out of the site should be <br />permitted. Mr. Tallon stated that there are two pylons on the property now which <br />would not allow enough turning radius for a car to get back to Dover Center or to <br />the vacuuns. Mr. Lipesto presented larger scale drawing and with a template <br />showed the turiing radius. There was a concern that these plans may not be <br />accurate since there are no dimensions. The members are still concerned about any <br />left hand turns, and believed that a subsequent owner might not hire a traffic <br />officer. Mr. Barnett stated tha.t this traffic pattern will work, he has put in <br />2,400 car washes, and that BP's is the same. Mr. Orlowski stated that the traffic <br />pattern on the property is the owner's concern, the Conmission must regulate the <br />traffic in order to move it quickly out of the area and must prevent ca.rs from <br />stacking on Lorain Road. He pointed out that this had been a cax wash previously. <br />Mr. Barnett agreed to right turns only into and out of the property. The members <br />agreed this was a nice looking building. In reference to lighting, Mr. Ulisse <br />explained that they would probably install mercury vapor lights on the three <br />existing 18 to 20 foot high C.E.I. poles that axe on the east side of the <br />property and there would also be three lanterns on 12 foot lamp posts_ installed <br />on the south side. Mr. Tallon beiieved that the C.E,I. poles did not have to be <br />more than 16 to 18 feet high- and should -be shielded. A fence will be installed <br />along the west and northwest property line along with some pines. Building <br />Commissioner Conway ca.utioned that the fence and pines might hinder visibility in <br />the front. Mr. Ulissee will present a more detailed landscaping plan designating <br />all plant materials to the Arehitectural Review Board. Mr. Orlowski requested <br />that the developer present a complete set of plans showing all dimensions, <br />details, landscaping, curbing, fencing, etc: Mr. Conway advised that the building <br />will require a variance for the overhaig which projects into the front setback <br />since the codes have been changed. They can go to the Board of Zoning Appeals <br />before the final Plann;ng Comnission meeting. L. Orlowski moved tha.t the Velvet <br />Touch Auto wash, 27100 Lorain Road; a proposal to remodel the existing abandoned <br />car wash building and property, be referred to the Architectural Review Board and <br />to the. Board of Zoning Appeals for a variance on the front canopy and when they <br />appear at the A.R.B. the developers.should present a full set of plans detailing <br />everything, climensions, width of driveways; width of1andscaping areas as well as <br />a detailed landscaping plan. Also takin_g into consideration the report from the <br />safety forces, the Commission is considering a right hand turn, only, into and <br />out of the car wash on Lorain and Dover Center Roads with the developer. bearing <br />the cost of signage prohibiting left hand turns on both streets arid also would <br />lik,e to again refer this to the safety forces to have. them look at these <br />recommendations regarding the traffic patterns and also ask the Safety Department <br />to reconnnend appropriate signage to -insure that we are not getting left hand- <br />turns into the property. .The Commission also requests that the A.R.B. receive a <br />copy of the traffic study. The Gommission would also suggest that the Board of <br />Zoning Appeals consider-granting a variance since this is a enhancement to the <br />property.
