He explained the pros and cons of each use as specified in table <br />9, but he cautioned that in comparing these figures, it must be kept in minct that <br />these are estimates and are not set in stone. Even though senior apartments or <br />garden apartments would probably be the best use for this area, it should also be <br />kept in -mind that any development in this area will generate traffic on Collunbia <br />Road, and perhaps the road should be widened before any of these uses are <br />? developed. He further advised that the municipal service costs shown in the <br />previous tables have been revised and are lower than those previousl-y presented.- <br />Mr: Tressler, also from C.P.C., presented Focus Area "A"-2, first after which he <br />would discuss Colunbia Road. He clarified that whenever they submitted figures on <br />a residential use they used the maximtuns allowed Sahich explains why the senior <br />citizens' apartments showed such a large ntunber of units. In reference to "A"-21 <br />this area contains approximately 35 acres of undeveloped land (including vacant, <br />rear portions of "bowling alley" lots). This area does not include any flood <br />planes except in the Metro Parks; there are some wetlands on the undeveloped <br />area, specifically parcel 49. There is an error on the maps presented in that Elm <br />Road is shown opening up to Clague Road which it does not. Map 3 shows the <br />existing zonin.g which includes Single Family, Residence "A" &"C" with land on <br />either side of Brookpark Road zoned for 14ulti-family. He listed various projects <br />presented for "A"-2 including a proposed apartment complex for parcel 31 which is <br />a portion of a project proposed for Fairview Park that is now in being litigated; <br />plann.ed transportation projects for "A"-2 include: Clague Road re-construction <br />and widening now in the plann;ng stage with a possible 1995-96 construction da,te; <br />the proposed extension of the R.T.A. red line rapid transit from the airport to <br />Great Northern Mall with a possible starting date of 1996; a west bound entrance <br />ramp at Clague Road and an east bound exit ramp to east bound Brookpark Road <br />proposed for I-480. In reference to Brookpark Road, a limited access highway, any <br />requests for additional access points must receive approval from both North <br />071nsted and the Ohio Department of Transportation, two access points ha.ve been <br />approved in the last 10 years. In order to remove the Limited Access status, a <br />justification study would be required whieh would have to identify the need and <br />impact of this change, and the final decision would be made by the Director of <br />O.D.O.T. In the 1980's O.D.O.T. offered to reconstruct Brookpark and turn it .over <br />to the City, but the City refusedm He presented a list of pros and cons for <br />keeping the limited access status for- Brookpark and asked the members to review <br />these in case they want them included in the master plan. It was clarified that <br />the limited access status started at Mastic Road and ended at Lorain Road. 14r. <br />Skoulis believed that one reason to maintain the limited access status on <br />Brookpark was that it relieved some of the congestion on Lorain Road and <br />expressed concern that Brookpark Road coulel become another Lorain Road. He also <br />stated that the residents of that area did not want any high rise development or <br />heavily concentrated building in this area: Regarding the proposed entrance ramp, <br />-Mr. Tressler listed several benefits of the ramp to I-480 as well as some <br />detrimentso Mr. Gorris added that if the rar.ip is constructed the limited access <br />status on Brookpark might not be-needed and he would see this as a detriment. Mr. <br />Tressler clarified that officials in O.D.O:T. preferred to keep Brookpark as <br />limited access; but he did believe that the d-irector could remove the limited <br />access status without the City's approval. It was clarified that the approved <br />curb cuts were requested by a former mayor without Council approval. Mr. Tressler <br />believed that there should be more stringent criteria to grant approval for these <br />curb euts. In reference to the extension of the Rapid Transit, Mr. Skoulis <br />suggested installing something within the I-480 right of way. Mr. Tressler <br />submitted a list .of pros and cons for the proposed east bound exit ramp whicli <br />would empty onto Brookpark.Road just before Clague Road and would reduce traffic <br /> <br />, <br />2
