K <br />CITY OF NORTH OLMSTID <br />PLANNING COMMISSION <br />MINUTES-JULY 28, 1992 <br />I. ROLL CALL: <br />Chairman Gorris called the meeting to order at 7:05 p.m. <br />Present: R. Bowen, L. Orlowski, K. 0'Rourke, A. Skoulis, and B. Gorris <br />Mr. Thomas and Mr. Tallon arrived later. <br />Also Present: City Engineer Deichmann, Building Commissioner Conway and Clerk of <br />Commissions Oring. <br />Assistant Law Director Dubelko arrived later. <br />Chairman Gorris welcomed Mrs. 0'Rourke, a new member, to the Conunission. <br />Mr. Dubelko administered the oath to Mrs. 0'Rourke during the meeting. <br />II. RE'VIEnT AND CORRECTION OF MINUTES : <br />Chairman Gorris advised that the approval of several sets of mi.nutes ha.d been <br />delayed and since no one had any corrections they were approved in one motion. <br />R. Bowen moved to approve the minutes of April 23, 1992, May 4, 1992, May 12, <br />1992, and June 9, 1992 as submitted, seconded by A. Skoulis, and unanimously <br />approved. <br />III. BUILDING DEPARTMIIN.T REQUESTS : <br />1) Dr. Jung Holistic Medical Offices, 25566 Lorain Road. <br />Proposal to construct office building to rear of existing building (existing <br />building will be demolished). Carried over from meeting of July 14th which was <br />cancelled. <br />No Representative present, the proposal was heard later in the meeting. <br />2) Plain Dealer Publishing Company, Sublot 2, North.Olmsted Industrial Park. <br />Proposal to construct distribution center.. Carried over from meeting of July 14th <br />which was cancelled. <br />Mr. Vlasak, contractor, and Mr. Adler, developer, presented plans for the 8,600 <br />square foot building which wi11 serve as a newspaper distribution center for <br />adult caxriers. He explained that the the papers are delivered by large truCks, <br />not tractor trailers, at about 2:30 a.m.; the carriers pick up the papers at the <br />front of the building in the eaxly hours; there will be about 2 or 3 employees on <br />the site and the building,will be closed by 10 a.m. The building will be earth <br />tone split face block with altnninun door and window frames. The lot is heavily <br />wooded and they have met with the forester on the site and intend to save as many <br />trees as possible. There is land available for future expansion if other tenants <br />are interested. He advised that they had developed 8 of these centers for the <br />Plain Dealer previously: Mr. Vlasak presented a color rendering of the building <br />and explained tha.t there will be no large signs, only a name plate and <br />directional signs. Mr. Thomas commented that the building was extremely plai.n and <br />asked to see pictures of the other buiidings that they have constructed. Mr.. <br />Adler explained that for the most part they merely converted existing builclings <br />for this use, they had only built 1 or 2 complete structures. They will bring <br />pictures to the next meeting. The members are concerned because the buildi.ng is <br />so plain and has very little.character.' Mr. Tallon asked about the lighting, <br />pointing aut that the plans stated flood lights. Mr.. Vlasak explained that they. <br />used wall pack lights on the building, not flood lights, there will be no pole <br />lights, but the building will be well lighted, especially in the front where the <br />1
