CUYAHOGA COUNTY <br />PLANNING COMMISSION <br />¦ Continue to provide required annual maintenance to all of the above public facilities and <br />infrastructure. <br />¦ When necessary, increase user fees such as water and sewer charges to pay for any increased <br />costs for maintenance. <br />¦ Institute assessments against property owners when necessary to assist in the replacement of <br />broken or nonexistent sidewalks or other imprdvements such.as local streets that primarily <br />benefit individual property owners but not the city as a whole. <br />Goa/ No. 2= Assess all of the above facilities with regard to adequacy and.condition and determine <br />if there is a need for expansion or major renovation. <br />. Conduct an annual assessment of the city's infrastructure and public facilities. <br />. Develop each year a five-year Capital Improvements Program (CIP) that reflects the latest <br />information from the city's annual assessriment and that determines priorities for funding <br />improvements to city's public facilities and infrastructure. o As part of the CIP process, establish a Capital Improvements Budget that establishes what must <br />be improved for the upcoming fiscal year. <br />. Involve the City Planning Commission as well as all city department heads in the development of <br />a Capital Needs List every four years when the city's Master Plan is being prepared. <br />RECREATIONAL FACILITIES GOALS <br />Goal No. 7_ Maximize the utilization of recreation facilities and programs to serve North Olmsted <br />residents through maintenance and potential expansion. . <br />. Include recreational facilities as part ofi the city's Capital Assessment and Capital Improvements <br />Programming process. <br />Seek state and federal funding, including urban parks and recreation monies, to maintain and <br />upgrade city's recreational facilities. <br />. Conduct every four to five years, a citizen's questionnaire to hel,p determine recreation program <br />priorities and future program expansions. _ <br />Goal No_ 2: Identify opportunities to provide better access to recreational facilities which are <br />compatible with community and neighborhood needs. • <br />. Promote the construction and maintenance of transportation linkages, especially bikeways and <br />walkways to all city parks, and where feasible, the two metroparks reservations. <br />. Actively participate in the Long Range Master Plan currently underway with Cleveland <br />Metroparks, especially as the plan relates to transportation improvements to the Bradley Woods <br />and Rocky River Reservations. . <br />6
