It was agreed that <br />guidelines for developing the western end of Lorain Road were needed along with <br />developing the focus areas, and improving aesthetics of the downtown area all of <br />which were specific goals. Although specifics for rezoning undeveloped land were <br />given, there were no firm recommendations for integrating these parcels with the <br />surrounding areas, it was more of a spot zoning situation. It was agreed that all <br />the original goals should be cross referenced with the last chapter since it <br />appeared that some of the goals in the plan were never stated by the Commission. <br />City Engineer Deichmann suggested placing some of these first chapters which are <br />valuable for reference in an appendix. It was agreed that chapter nine should be <br />the first chapter and sone of the other information should be used to support the <br />goals. For instance, goal rnunber one should give some specific advice as to how <br />North Olmsted's codes should be upgraded. As far as the second pa.ragraph is <br />concerned, Mr. Gorris wondered if CPC had looked at the Commission's past record <br />on rezoning from residential to commercial, he pointed out that only 3 parcels <br />had been rezoned to commercial in the past 13 years. Mra Thomas stated that much <br />of the information that the members need is in the plan, but it is so disjointed <br />it is hard to find. Building Commissioner Conway agreed that some of this generic <br />information seemed to be plugged into the plan for North Olmsted, and most of it <br />had been discussed during the past six or seven months as general diseussion, no <br />specific recommendations were made. The.map does indicate that the western end of <br />. Lorain Road should be limited retail whieh is not what the Commission requested. <br />He stated that the city is developing a housing maintenance code, but that has <br />nothing to do with this plan. Assistant Law Director Dubelko advised that the <br />charter had required that the Comm.ission eome up with a master plan that contains <br />- recomnendations for appropriate land use classifications for every parcel of land <br />that is in the city. He is not imhappy with the plan, but agreed-that the first 6 <br />chapters are classic planning but they could be used to support these <br />recommendations,. especially in the event that a rezoning is being contested in <br />courte The goals stated in chapter nine are not relevant to what is required by <br />Charter. He believed that chapter 7 is iahere they tried to do what the Commission <br />asked them to do and he had no probiem with chapter 8. He believed that only some <br />minor adjustments were needed, and since this is the first plan, the Conunission <br />could only concentrate on certain areas as has been done in the focus areas with <br />recommendations for those areas, the next plan could eoncentrate an other areas. <br />He maintained that CPC may have given more information than the Cor.miission asked <br />for but they have a different notion of what a master plan is or what was <br />specified in the charter. He stated that since every parcel in the city is zoned <br />at present and due to time constraints this first plan can address only the <br />undeveloped areas in the city, either to keep as is or to rezone. The Comnission <br />should report to Council that because of time and budgetary constraints and <br />because this is the first master plan, the initial plan must concentrate on <br />undeveloped areas, other areas will be discussed with the next plan. Mr. Skoulis <br />advised that Councilman McKay had concerns over a parcel on Kennedy Ridge Road <br />being rezoned for a town house use because it would aggravate existing traffic <br />problems of access onto Collunbia Road. Mr. Tallon, who had just arrived, stated <br />that there is a lot of data in the plan and it can be used as a tool. He agreed <br />that the final map did not reflect what was discussed, and thought that there had <br />been nore discussion of the western end. He felt the plan was very general. Mr. <br />Thomas and PZr. Tallon agreed that this information would be very helpful to both <br />the Engineering Department and the Law Department, and that the Lata Department <br />will have'a tool in the event that a developer woul:d take the city to court. r1r. <br />Gorris suggested comparing the plan with the Commission's original goals. The <br />members discussed the goals listed in chapter 9 and agreed that goal 1, under <br />??3 _ - --
