ROLL CALL: <br />Chairman Gorris called the meeting to order at 7:40 p.me <br />Present: L. Orlowski, K. 0'Rourke, A. Skoulis, J. Thomas, and B. Gorris. <br />Mr. Tallon arrived at 8:10 p.m. <br />Also Present: Assistant Law Director Dubelko, Building Comnissioner Conway, and <br />Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />A. Skoulis moved to approve the minutes of November 24, 1992 as presented, <br />seconded by J. Thomas, and unanimously approved. <br />III. BUILDING DEPARTMIIVT REQUESTS: <br />1) Rally's Restaurant, 27208 Lorain Road. <br />Proposal to construct drive-thru only food service outlete <br />Continued from Planning Commission meeting of October 13, 1992. <br />Variance granted by Board of Zoning Appeals November 5, 1992. <br />Chairman Gorris advised that Wal-Ma.rt would be heard first. <br />y 2) Wal-Mart Store, 27254 Lorain Road (former Sherwin Williams site including part of <br />Cross Roads Dealership and property at 27423 Mill Road). <br />Proposal to construct building. <br />Continued from Planning Commission meeting of October 13, 1992. <br />R. Newberry, engineer, M. Bingham, representing Wal-Mart, and Mr. Lepisto, <br />traffic consultant, presented the proposal. Mr. Newberry advised that the <br />Traff-Pro traffic study has been presented as requested, and stated that the <br />results of the traffic study confirmed that limiting access to the property to <br />only Lorain Road would present problems. Other requests such as a mounded buffer <br />surrounding the property, increasing the xnIInber of trees from a ratio of 1 to 26 <br />to 1 to 10 per parking space would not be a problem. They have sent the forester <br />a plan, but ha.ve not met with him on the site as yet, however he did advise. <br />previously that only a few trees, including those adjacent to Olmsted Square, <br />could be preserved successfully after the project was completedo They intend to <br />save as many as possible. An expanded view of the property had been submitted <br />showing adjacent curb cuts, they have met with the neighbors to review the site <br />plan and traffic study. He advised that it is Wal-Mart's practice not to have any <br />permanent outside storage of carts or display of inerchandise, except some <br />seasonal displays in the garden center. There are corrals throughout the parking <br />lot where customers can leave their carts. He maintained that the Safety <br />Department has reviewed the plans, and has reported that there is no need for <br />additional'means of egress. The Safety Director would not be in favor of turning <br />Mill Roacl into a cul-de-sac ending at the Wal-Mart property since it is the only <br />route for the Safety forces to get to the north part of Portere The Engineering <br />- Department needs additional information before completing its study. He presented <br />an elevation of the building as requested by the Commission, and a view.of the <br />building as it would be seen from the westerly property line showing that about 3 <br />- feet of the building would be seen over the 8 foot mound. The other items <br />requested by the Commission, pedestrian circulation, loading and unloading, have <br />not been addressed as yet.since they were focusing on the traffic study; a noise <br />1
