He suirIInarized the traffic report which showed that <br />there were 35,000 cars on Lorain Road and 19,000 ca.rs on Dover Center in an <br />average day, and these counts also show that traffic signals are warranted at <br />this time (without Wal-Mart) at both Dover Center and Mill and at Porter and <br />Mill. The main entrance was originally planned at the former Sherwin Williams <br />entrance, but based an the traffic study, two locations west of this drive were <br />suggested, the preferred one would be between McDonald's and Olmsted Square <br />Shopping Center, if it were moved further west there would be a grade problem and <br />the drive would lead to the rear of the building. They are investigating an <br />PXlsting ea.sement on the Olmsted Square property which appears to be ample for a <br />drive in that area. The originally planned main entrance drive could be used for <br />a right turn only ingress/egress onto Lorain Road. The Dover Center entra.nce will <br />be right turn only in and out of the property. The Mill Road entrance will be <br />moved west to the middle of the site, the truck access onto Mill will rema.in--- <br />where shown with two depressed truck docks and one dock at grade which is used <br />for UPS or Federal Express; a fourth truck dock is required by the City, and <br />could be striped but would rarely be used. He cTarified that all deliveries are <br />made by Wal-Mart trucks and all deliveries are controlled by Wal-Mart. He further <br />advised that Mill Road must be improved to become a 3 lane asphalt road with <br />curbs and sidewalks, which would necessitate acquiring land and Wal-Mart would <br />dedicate approximately 10 feet of land where their property abuts the road. <br />Widening the road on the south side would not be possible on the eastern end <br />because Suburban Auto Body is out to the setback line, but some property might be <br />available on the city owned water tower property on the north side of the street <br />which would necessitate a jog in the road. He stated that the city should <br />consider traffic signals at both Mill Road intersections and Wal-Mart would <br />provide a traffic signal at the Lorain Road entrance, but no signal is needed at <br />the Dover Center exit. In reference to the Police Department report (included in •_ <br />file), Mr. Thomas questioned if the developers had talked to any of the adjacent <br />businesses, other than McDonald's, regarding shared access. Mr. Newberry <br />responded that they had not, but several of these owners were present at the <br />meeting with the neighbors. He advised that they had sent notices to adjacent <br />property owners, but the Olmsted Square notice was returned. Chairman Gorris <br />reminded the developers that the Commission ha.d requested anly one ingress/egress <br />be established. Mr. Lepisto, Traff-Pro, referred to page 8 of the traffic study <br />and explained that the traffic on Dover Center Road is practically operating at <br />capacity now, and if the Wal-Ma,rt traffic had to continue through the <br />Lorain/Dover Center intersection it would increase that traffic flow. Mrs. <br />0'Rourke pointed out that many Wal-Mart customers would get off I-480 and use - <br />Butternut Ridge Road (which is congested now) to get to Dover Center; and she <br />believed that 90 of the traffic estimated as going north on Dover Center was too <br />low. In reference to the traffic study, Mr. Lepisto explained that the rnnnber of <br />cars generated by the store was based on a similax development in Mentor; the <br />comparisons used were the worst case scenario, and that 25% of the vehicles that <br />will enter the site were already on the road; and that the trips shown were <br />combined trips in and out of the site and is ba.se on traffic using a11 3 drives. <br />The members agreed that they needed more time to study the traffic study. Mr. <br />Newberry stated that in order to proceed, they would need informal concurrence <br />that what is shown makes sense, but if the Comanission believed that access onto <br />Dover Center or Mill Road is not appropriate, then the discussion would be over. <br />Mr. Gorris reminded him tha.t during the original review he ha.d requested that <br />there be no ingress/egress onto Mill Road, and the Commission had asked for a <br />common entrance off Lorain Road.
