<br />and also to add signalization on both intersections of Mill in order to have a <br />main entrance to Wal-Mart. Mr. Newberry responded that the proposed main entrance <br />will be off Lorain between McDonald's and Olmsted Square Shopping Center, and the <br />traffic study determined the best way to- accommodate this facility at this <br />location. Mr. Orlowski also objected to their continuing to propose truck traffic <br />on Mill Road after the Commissian has requested relocating the truck docks to the <br />south side of the building in order to keep trucks off Mill Road and remove the <br />ensuing problems with trucks, dust, dirt, etc. Mr. Newberry responded that this <br />was still a fluid process and they are trying to work with the traffic study to <br />determine the best ingress/egress for this proposal. Mr. Lepisto stated that the <br />Engineering Department seemed to concur that this plan with right turns in and <br />out on Dover Center would have a minimal impact on traffic, and the people from <br />Porter Road would be the main users of the Mill Road entrance. Mr. Gorris <br />believed that the trucks would be the main users. Mr. Tallon asked why they had <br />not eliminated the Mill Road entrances. Mr. Bingham responded that the trucks had <br />to get to the truck docks. It was again suggested tha.t the building could be <br />re-configure. Mr. Newberry responded that was not possible in Wal-Ma.rt's way of <br />doing business. He further advised Mrs. 0'Rourke that Wal-Ma.rt preferred option <br />3, on page 28 of the traffic study. In response to Mr. Orlowski questions, Mr. <br />Bingham advised tha.t they had looked at other sites, specifically the one on the <br />south west corner of Great Northern and interstate I-480. The members responded <br />that this property was not zoned for this use, the uses for that property was <br />mandated by the courts and there was never to be any General Retail uses. Mr. <br />Orlowski advised that he had attended the meeting with the residents where it was <br />stated that the Mayor of North 0]msted had dictated that this site be used for <br />Wal-Mart. Mr. Newberry denied making this statement. Mr. Bingham read a letter <br />from Mayor B'oyle in which he advised that the I-480 and Great Northern Boulevard <br />site was not acceptable for General Retail because it interfaced with the <br />Historical District and had existing traffic problems. Mr. Bingham also advised <br />that a number of properties within the city ha.d been studied :but they did not <br />conform to their requirements; they deemed that this pa.rcel was best suited to <br />their needs. Mr. Bingham denied that Mr. Newberry had stated that the Mayor ha.d <br />dictated this site. Mr. Thoma.s stated that the Commission really needed time to <br />review Wal-Mart's stance and the traffic analysis, and pointed out that it <br />appeared Wal-Ma.rt did not want to alter the position of the building or reduce <br />its size, but possibly they will add some landscaping or combine some entrances <br />on Lorain Road. The members discussed tabling the proposal. Assistant Law <br />Director Dubelko advised that the Commission had 60 days to act on a proposal, <br />but that time period could be extended with the consent of the developer or the <br />Commission could extend it themselves if the additional time needed was caused by <br />a delay on the part of the developer. Mr. Thomas believed.that the delay ha.s been <br />caused by the late submittal of the traffic impact arralysis and the members could <br />not come to any consensus without studying the traffic analysis and discussing it <br />with the Engineering Department or Safety forces. Members of the audience were <br />asked to comment if they wished to. Mayor Boyle asked Mr. Orlowski to repeat what <br />he had heard at the meeting with the neighbors. Mr. Orlowski responded that Mr. <br />Newberry had stated that the Mayor was the ane who was responsible for dictating <br />the site of Wal-Mart, and tonight when he had asked what other sites they had <br />investigated, Mr. Bingham read a letter from the Mayor regarding the I-480 site. <br />Ma.yor Boyle stated that there had been some discussion of the I-480 site, but he <br />had advised them that during a court case it had been agreed there would be no <br />retail in that area. He had never suggested the Sherwin Williams property and to <br />his lnowledge the Sherwin Williams property ha.d never been discussed, except <br />perhaps to question its status with the E.P.A.
