Mrm Neubert stated that it is not <br />? to their advantage to have cars stacked waiting to turn left, since it would hold <br />up their customers. He stated that typically they would have 700 to 800 hundred <br />cars per day. The October minutes stated that the facility would serve 400 to 500 <br />cars, but Mr. Neubert believed that this was an error, since the 700 to 800 ca.rs <br />was the correct rnunber. They have no objection to a right turn only onto Dover <br />Center Road. Mrs. 0'Rourke questioned if drivers had to go back to Dover Center <br />Road to go east might not there be a conflict with the incoming Lorain Road <br />traffic. Mr. Neubert stated that there were two lanes there and did not think <br />there would be a stacking problem. Mr. Conway has no problem with the plans. It <br />was decided that this can be referred to the Architectural Board, but will not <br />come back to the Conmdssion until Janua.ry 26th since the members would be <br />discussing the Wal-Mart proposal and traffic study on the 18th. B. Gorris moved <br />to forwaxd the proposed Rally's Restaurant at 27208 Lorain Road to the <br />Architectural Review Board and request that Board pa.y particular attention to the <br />color scheme on the building considering that this building is located in the <br />heart of downtown North Olmsted; the Commission has concerns with the colors of <br />the standard Rally's package and requests that the A.R.B. make recommendations to <br />tone down the colors while still maintaining the integrity of the Rally's <br />identity; to ask that they also pay particular attention to the landscaping plan, <br />again because of the location of the property; and to advise the Board that the <br />traffic flow as the Comnission sees it now will be limited to right turn only but <br />a final decision will be made after the Commission has a chance to digest the <br />Traff-Pro traffic study done on Wal-Mart which is adjacent to this area. The <br />Commission would also like the AeR.B to review the following: pedestrian access <br />to the building; dumpster and trash receptacle location, lighting (30 foot poles <br />would be excessive) and renderings of signs (including signs at pedestrian <br />? crosswalks)m Copies of these plans are to be forwarded to the Safety Department <br />and to Engineering for any comments they might have relatin g to ingress/egress on <br />this property, again with the comment that the Commission believes that all turns <br />should be right turn only. Motion <br />carried. <br />NEW DEVELOPMIIVTS AND SUBDIVISIONS: <br />No items. <br />COMNI[JNICATIONS : <br />Chairman Gorris read a letter from Building Commissioner Conway requesting a <br />minor change for the Cross Roads Dealership who would like permission to add two <br />400 watt mercury vapor flood lights to existing poles to illtuninate the display <br />pads in the front setback which are to operate for 24 hours. Mr. Conway pointed <br />out that this is some distance from any residential propertyo Mro Thomas believed <br />that this might set a precedent and every business on Lorain Road would want this <br />type lights. Mro Tallon stated that these lights could create a rnlisance and the <br />glare could effect traffic. Mr. Conway explained that there are other mercury <br />vapor light in the city, but are in the rear, recently they are being requested <br />for the front. Mr. Tallon stated that mercury vapor lights are harsh and not very <br />well controlled. It was agreed to suggest that the owners look into another type <br />of lighting. A. Skoulis moved to make a formal recomendation to Building <br />Commissioner Conway that the owners reconsider in order to find some sort of <br />• lighting that is more focused on those pads rather than spread out over the <br />entire area and that the lights be on a timer so they could be cut off at 12 or 1 <br />o'clock in the morning, seconded by R. Tallon, and unanimously approved. , <br />7
