granted and that Mr. Pozek, the architect would explain the revisions that had <br />been made to the plan. Mr. Pozek explained that the need for a 5 foot variance <br />for the bu.ffer along Dover Center Road had been eliminated by relocating the <br />drive angling the parking, and revising the traffic pattern so there is a one way <br />traffic flow. One parking space was lost, but the number of spaces still conforms <br />to code. The 25 foot variance for the building setback was granted. He is aware <br />that the Commission does ha.ve some concern over the appearance and corporate <br />identity of the exterior of the building and he would like to address this with <br />the Architectural Review Board. Mr. Skoulis questioned if entrance on Lorain <br />would be right turn only. Mr. Thomas pointed out that the B.Z.A. had granted the <br />variance subject to the Planning Commission's approval of the access. Mr. Pozek <br />clarified that originally there were two access drives onto Lorain and these ha,ve <br />been combined into one drive with two exit lanes. He would like to meet with the <br />City Engineer to discuss restricting right turns during specific hours, but he <br />believed that at certain times a left turn might be acceptable< The facility will <br />be open fron 10:00 to 3:00 a.m. In reference to the building, he explained that <br />all the Rally's buildings are being renovated to conform to a standardized image <br />with the red and white colors. He would be willing to discuss some type of <br />modification, but not something like red brick with shutters. He pointed out that <br />there was not a standard type of materials on the adjacent buildings. In response <br />to why they had to use a bright red, he listed other businesses with corporate <br />identities: McDonald's yellow arches; T.G.I.F.'s red and white awnings; and <br />Howard Johnson's orange roof. Mr. Tallon would like the tile changed, and Mr. <br />Gorris would like the colors on the building toned down. Mrs. 0'Rourke pointed <br />out that there is a McDonald's which is in a Williamsburg style, and questioned <br />if all the Rally's were the same. Mr. Pozek stated that had been several changes <br />made to their buildings in the past, but some red is necessary for their image. <br />They have not discussed a shared access with McDonald's mainly because by moving <br />the building over the 5 feet to increase the landscaping, there would not be a <br />sufficient turning radius in the back. All deliveries are made by small trucks, <br />they do not use tractor/trailers, and they deliver during off hours and use the <br />"B" lane which is open during peak hours only. There is no lighting indicated on <br />this plan, but they intend to have 30 foot pole lights, with 2 to 3 foot-candle <br />illwnination in the parki.ng lot. Mr. Tallon objected to the 30 foot high poles, <br />and stated that the poles should be no higher than the building. The only time a <br />pole this high is needed is when there is an expansive area, and in this case, <br />only two additional poles should be needed. Mr. Pozek will revise this prior to <br />the A.R.B. meeting. They have not addressed any signage at this time, they do <br />indicate some directional signage on the site plano They do not believed that <br />they will need any variances for signs. Building Commissioner Conway advised that <br />the the Architectural Board will want to review the signage. In response to Mr. <br />Gorris's question, Mr. Pozek stated that the stripeel area at the curve in the <br />rear of the building would be curbed with grass and some shrubs planted beyond <br />the striping. Since there will be a walk up window, Mr. Gorris would like <br />pedestrian sidewalks and crosswalks indicated on the plan. In response to members <br />questions, Mr. Pozek advised that all H.V.A.C. units will be screened with the <br />parapet, none will be visible; there will be no backlit awning on the building <br />(some buildings had them previously); there is no need for a waiting area for <br />orders because of the limited menu there is never a wait; there will be trash <br />receptacles on the site; no studies had been made to determine when the right <br />turn only restrictions should applye Mr. Thoma.s believed that the traffic study <br />done by Traff-Pro for Wal-Mart might have an impact on decisions regarding right <br />turn only since that analysis will indicate peak times.
