Mr. Meadows did not believe a truck could turn out of Mill Road onto <br />Dover Center. rir. Orlowski stated that acquiring the water tower property would <br />configure Mill Road in a"S" shape which would accommodate a truck's turning <br />movement, but questioned if it would not make more sense to have a truck enter <br />from Lorain Road with a truck dock on the south side, rather than have truck <br />traffic come down Dover Center Road to Mill Road. Mr. Lepisto stated that it <br />might be helpful, but this is not what Wal-Mart wants. It was noted that the <br />police would have to enforce the prohibition of trucks going north on Porter <br />Road. Mre Skoulis reminded the developers that the Serviee Director had stated <br />that the base of Mill Road would not withstand truck traffic. Mr. Newberry stated <br />that the road would probably have to be brought up to city standards, but this <br />must -be reviewed by the Engineering Departrnent. In referenee to the cost, Mr. <br />Bingham stated that if a workable plan is approved, costs could be identified, <br />and their fair share could be figured with consideration given to any additional <br />taxes this development will bring in, at. which time decisions can be made as to <br />how the costs can be divided: Mr. Thoma.s did not believe that the developers have <br />considered any of the changes that the commission ha.s suggested. Mr. Newberry <br />stated that the traffic analysis was needed to see how the property should be <br />developed and three options have been presented which could be considered. Mr. <br />Bingham stated that having the dock on the other side of the building cannot be <br />done, but there are things they can do to lessen the effect of the dock. Mr. <br />Herbster suggested having two entrances on Lorain Road, the originally proposed <br />one and the relocated one beside McDonald's, and trucks could be brought in the <br />eastern drive and out the western one. Mr. Newberry will look at this, but the <br />building plans cannot be changed. Mr. Boettner, Porter Road,, also complained <br />about the traffic on Porter Road and pointed out that it is used by ambulances to <br />get to the hospital, and is concerned the additional traffic will hinder other <br />safety vehicles as well. He believed tha.t the impact of this development will <br />have an impact on the entire city since customers will be •-coming from a11 <br />adjacent suburbs. Mr. Gorris moved to table the Wal-Mart Store proposal, 27254 <br />Lorain Road, and ask that the Engineering Department give their input, not only <br />as it relates to the traffic s.tudy, but also what the long range plans are for <br />signalization in North Olmsteel and any long range plans that they have currently <br />for pover Center, Porter, Lorain, and Mill Roads.' Also that they submit a <br />preliminary cost estimate to the city of the improvements that are expected by <br />tidal-Mart on the part of the community not only to Mill, but to the right of way <br />off of Dover. This proposal will be again heard at a special meeting on Monday, <br />the 18th of January at 7:30 p.m. and the residents are hereby advised that no <br />further notification will be sent. To refer the traffic study to the Police and <br />Fire Department for any suggestions that they might have. It is to be noted that <br />the 60 day approval limitation has been extended because of the untimely receipt <br />of the traffic study, seconded by L. Orlowski, and unanimously approved. It was <br />noted during the motion that the developers have agreed to table the proposal for <br />further study not only by the city, but also by themselves. <br />1) Rally's Restaurant, 27208 Lor.ain Road.
