w +
states that a topographical map is -required before a building permit can be
obtained. Mr. Schulz moved that when the Board table this proposal until a
topographical map is received, and after the Engineering Department has approved
it, the Board will act on this proposal. He would also like to see more complete
drawings of the house, and he also wants the Engineering Department to clarify
this so everyone is satisfied with the drainage. He was concerned that others
might want to build in the area. It was clarified that variances would be
required. After some discussion, Mr. Burk seconded the motion. Roll call: Schulz
and Burk, yeso Kazak, Piar, and Spoerke, noo Motion failed to pass. J. Kazak
moved to accept a proposal to construct a dwelling on permanent parcel number
235-14-59 for Miller Brothers Builders, pending a variance being granted by the
Board of Zoning Appeal and conditioned on the Engineering Department's approval
accepting the site plan and drainage on the plan that was submitted today. The
members discussed having the builclers come back after the Engineering Department
approved the plan. Since this has not been done in the past, Mr. Conway
questioned if they were setting a precedent by requiring this. Mr. Burk stated
that the problem was not necessarily the drainage on this lot, the problem is how
this will effect the surrounding lots. R. Miller objected that it would not be
fair to stop them from building a house because of a problem the City has not
corrected. Mr. Conway clarified that if the drainage on this lot is approved,
these builders could go on to the Board of Zoning Appeals, and then a second
motion could state that the the Engineering must approve the impact on on the
surrounding areas before they can actually build. The motion was seconded by D.
Spoerke, and una.ninously approved. J. Kazak moved that this Boards approval of
the construction of this house on this property (Permanent Parcel rnunber
235-14-59), should also be conditioned on the Engineering Department's approval
of a study of the impact on the area's.storm sewer system, seconded by R. Burk,
and unanimously approved. The builders were advised that they should submit a
plan to the Engineering Department and should work with them to determine if
there was a problem with the storm sewers. They will have to return to this Board
with the Engineering Depaxtment approval.
V. NEW BUSINESS:
Election of officers: B. Sehulz moved that the same officers should be retained
for the next year, seconded by D. Spoerke, and unanimously approved.
V5[,-. ADJOURNrENT : (Heard at this point )
The meeting was adjourned at 8:30 p.m.
3
