Sohn and unanimously <br />approved. <br />OLD BUSINESS: (Heard at this point.) <br />1) Rally`s Restaurant, 27208 Lorain Road. <br />Proposal to construct drive-thru only food service outlet. <br />Heard by Planning Commission meeting of October 13, 1992. <br />Variance granted by Board of Zoning Appeals November 5, 1992. <br />Continued from the Architectural Review Board December 16, 1992. <br />Mr. Pozek, architect, presented revised plans which reflect the recommendations <br />that were made at the December meeting: mounding and tiered landscaping is to be <br />installed on Dover Center around the corner of Lorain, as well as a landscape <br />area west of the Lorain Road drive which will include a serpentine walk from <br />Lorain. As recommended there will be two rows of white tile between one row of <br />red above and below on the front of the building with a top red stripe to match <br />(red areas are shaded on plans). The fascia has 2 red neon bands which the <br />members agreed would be offensive, and would like eliminated, there will also be <br />a white neon band extending around the building which they did not find <br />objectionable. Mr. Pozek noted that the white merely illuminates the building. <br />Mr. Zergott advised that the concept of the landscape plan was good, but he would <br />like to make some changes in the plant material, because most of the plantings <br />shown die out in the winter leaving very little greenery. He will send his <br />changes to the architect. Mr. Pozek has no objection to changing the landscaping. <br />It was verified that the dtunpster was to be enclosed with a white masonry <br />material and will be on a concrete pad arrd the gates will be opaque metal, all <br />roof top equipment will be hidden, the light poles will be no higher than the <br />building with a box type fixture. The utilities are on the Dover Center side and <br />will be painted to match the building unless the utility company objects. There <br />would not be enough room to shield with landscaping but they are protected with <br />posts. Mr. Zergott suggested that these should be relocated to the west side of <br />the building. Mr. Pozek agreed as long as they could make their connections from <br />there. T. Gallagher moved to accept the Rally's Restaurant proposal at 27208 <br />Lorain Road with the stipulation that the neon light be white and be located <br />between the two stripes on the fascia board and surrounds to where the fascia <br />board ends; that the utilities be moved to the west side of the building so they <br />cannot be seen from Dover Center Road and they be painted to match the building <br />as closely as possible. The sidewalk is acceptable, and the landscaping is to be <br />adjusted slightly, seconded by B. Zergott, and unanimously approved. <br />VI.
