REVIEW AND CORRECTION OF MINUTES: (Heard at this point.) <br />Y. Sohn moved to approve the minutes of Mareh 17, 1993, as presented, seconded by <br />B. Zergott. Roll call on motion: Sohn, Zergott, and Ferencik, yes. Mr. Gallagher <br />abstained. <br />III. OLD BUSINESS: <br />No items. <br />IV. NEW BLTSINESS : <br />1) Kahn's Cuisine, 23135 Lorain Road. <br />Proposal to renovate entrance area of restaurant. <br />Heard by Planning Commission April 13, 1993. <br />Ms. Hua.ng, owner, presented photographs of the building and plans which included <br />pictures of the logo to be used on the architectural feature which will be <br />installed at the entrance continued partially down the wall facing Lorain Road. <br />The Chinese architectural feature will cover most of .the brick but some will <br />rema.in at the radius. Mr. Sohn stated that this is a piecemeal approach to the <br />renovation and not balanced beeause they are addressing only one portion of the <br />building, which is basically Spanish. He suggested that a shallower version of the <br />tile roof treatment be extended further along Lorain Road wall with a smaller <br />matching projection at the end. Also the columm treatment that is on the Chinese <br />portion could be merely painted on the rest of the wall to caxry through that <br />design and that the stucco wall should be painted a beige- to match the decorative <br />logo design with landscaping installed in front. On the east side the shallower <br />roof treatment could be continued on the roof with the decorative overhang on the <br />side and some kind of ma.tching treatment on the peak. The existing brick on the <br />east will remain. Ms. Huang advised since the changes she presented will cost <br />about $30,000, she cannot afford to do more at this time, if she cannot get <br />approval, she will do nothing. She believed that she might be able to do more next <br />year. The members explained to her that they could not give her permission to do <br />this work on a phase basis, but possibly the Planning Commission or Council might <br />agree to it. Mr. Conway.suggested that she find out exactly how much extra this <br />would cost her in order to estimate how long it would take to complete the work, <br />and present this information to PlarLn-ing Commission and Council who might then <br />give her a time frame in which to complete the work. Ms. Huang stated that she <br />could still achieve a reputation for her restaurant without this change, since the <br />Lakewood restaurant is doing so well, but she believed that this decoration would <br />1et people lmow that this was a Chinese restaurant. Mr. Sohn stated that he did <br />not want to discourage her, and he hoped that the city would allow her some <br />additional time to complete the work. Mr. Conway explained that if she got <br />approval at this time to do the entire building she could wait a year to pick up <br />the building permit and start the work without coming back for approvals. Again <br />she was advised to get the cost of the entire project and present that information <br />to Planning Commission and Council. Y. Sohn moved to approve Kahn's Cuisine with <br />some design changes to the roof element by repeating them on the north and east <br />elevations and also by painting the stucco the sarie color as the loge which is a <br />beige or neutral color and also painting on the columns or posts on the stucco to <br />repeat the treatment possibly with a small groove on both sides of the columns. <br />The additional roof treatment does not have to be as deep, it could be shallower <br />!. <br />2
