? <br />CITY OF NORTH OLMSTFD <br />PLANNING COMMISSION <br />MINUTES-JANUARY 12, 1993 <br />*7:30 P.M.* <br />I. ROLL CALL: <br />Chairman Gorris called the meeting to order at 7:35 p.m. <br />Present: L. Orlowski, A. Skoulis, R. Tallon, J. Thomas, and B. Gorris. <br />Mrs. 0'Rourke arrived at 7:40 p.m. <br />Also Present: City Engineer Deichmann, Assistant Law Director Dubelko, Building <br />Commissioner Conway and Clerk of Commissions Oring. <br />II. REVIEW ANID CORRECTION OF MINUTES: <br />Chairman Gorris corrected the Planning Commission minutes for the previous <br />meeting on Page 4, 5th line after the word since insert the traffic consultant <br />contencls that signals.... A. Skoulis moved to accept the minutes of December 8, <br />1992 as amended, seconded by L. Orlowski; and unanimously approved. <br />III. BUILDING DEPARTMENT REQUESTS: <br />1) Nightfall, Night Club, 30850 Lorain Road. <br />Review of site plan and landscaping. <br />Heard by the Architectural Review Board on December 16, 1992. <br />Mr. Martin, architect, read the motion from the previous Planning Commission <br />meetinga He clarified that he had not agreed to item number 13) which stated that <br />the developer has mentioned that he is willing to post a bond with the city in <br />good faith to provide for completion of the landscaping and all improvements. He <br />presented the three schemes that were submitted to the Architectural Review Board <br />as a result of the Planning Commission's recommendations. The Architectural Board <br />hael made suggestions which then evolved into an alternate scheme 3. It was agreed <br />to have an enlarged, 5 foot high landscape mound in the back which will be <br />planted with Armstrong maples and 35 white pines (staggered) and to extend the <br />existing 10 foot high fence down the eastern side property line with plantings <br />inside it. The front landscape buffer will be on a 1-12 high berm planted with <br />low junipers and will extend to Hickory Lane. A new grotmd sign located at the <br />entry will replace the existing pole sign; the public telephone supports and pole <br />idll be removed; the handicapped parking spaces will be placed next to the <br />entrance. The pole light will be directed toward the parking lot, the 150 watt <br />flood lights will be removed and replaced with shielded lights. The fibre glass <br />roof on the enclosure ha,s been changed to rolled roofing. The retentibn system <br />will remain in the rear. He clarified tha.t the performance bond was suggested to <br />insure that the landscaping will be completed, if they were allowed to put in <br />gravel for parking until the the weather will permit paving the lot. Ac,quiring <br />the building permits will insure the city that the other items would be done. He <br />explained that the gravel would be installed in the front portion of the lot, not <br />the ba.ck, in order to prepare the berm and the retention prior to pa.ving the lot. <br />Mr. Thomas did not believe the gravel would be a major problem, since they park <br />on the grass at times anyway. Mr. Martin explained that they have sound proofed <br />the rear wall and door which has reduced the sound somewhat, they intend to put <br />insulation above the ceiling over the rear door. They eventually will be adding <br />handicapped rest rooms in the rear so there would be a solid brick wall in back. <br />They have no problem with designating the rear spaces for employee parking.
