.CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES-JANUARY 18,1993 <br />SPECIAL MEETING <br />*7:30 P.M.* <br />I. ROLL CALL: <br />Chairman Gorris called the meeting to order at 7:40. <br />Present: B. Gorris, L. Orlowski, K. 0'Rourke, A. <br />J. Thoma.s, <br />Skoulis, R. Tallon, and <br />Also Presenta Assistant Law Director Dubelko., City Engineer Deichmann, Assistant <br />City Engineer Griffith, Building Commission Conway and Clerk of <br />Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />The minutes were deferred until the next regularly scheduled meeting. <br />III. BUILDING DEPARTMIIVT REQUESTS: <br />1) Wal-Mart, 27254 Lorain Road (former Sherwin Williams site including part of Cross <br />Roads Dealership and property at 27423 Mill Road). <br />Proposal to construct building and review of site plano , <br />Tabled at Planning Commission of December 8, 1992. <br />Chairman Gorris read a memo from Assistant City Engineer Griffith regardi.ng the <br />Traff-Pro traffic study which was submitted by Wal-Ma.rt previously (see <br />attached)aMr. Griffith explained that option 1 had its primary access on Mill and <br />was unreasonable from a traffic standpoint and in option 2, Mill was not a <br />primary access but would still bear the majority of the traffic. Option 3 shows <br />Lorain road as the primary access point, but would require a third lane on Porter <br />and a right turn lane on Lorain Road. Mr. Gorris asked Building Commissioner <br />Conway to verify the existing parking at the two businesses on the corner, Lazy <br />Boy and Jack's Auto Body; since constructing a third lane would take some <br />frontage and might leave them with non-conforming parking. Mr. Griffith stated <br />that the main drive to Wal-Mart should line up -u-ith the existing city and bus <br />garage drive, this may not be directly across at present, but it is close. Since <br />Dover Center Road is a county road, City Engineer Deichmann advised that any <br />widening or re-construction would probably have to continue i.nto Westlake and <br />both North Olmsted and Westlake wou].d have to approve. He advised that a rough <br />estimate of the improvements needed for Mill Road would be one million dollars <br />which does not include the already planned city. wide traffic signalization <br />program. Mr. Lepisto, Taff-Pro Traffic Consultants, explained how .they determined <br />the need for a right turn lane and advised that a de-acceleration lane on Lorain <br />would be helpful, but the traffic eould be handled without it. At the Mentor <br />store, Wal-Mart controlled enough property to widen the road without any other <br />acquisitions, Wal-Mart does not have enough property here to accomplish thi.s. Mr. <br />Gorris suggested that perhaps the development is too large for the site. Mr. <br />Lepisto noted that. with the alternate accesses on Dover and Mill Road, the <br />traffic will be distributed around the site, not concentrated on Lorain Road. Mr. <br />Orlowski questioned using figures from the Mentor store to determine traffic <br />movement, since North Olmsted's traffic and development are far more intense. He <br />thinlis these figures should be increased by 20 or 30%. Mr. Lepisto stated that <br />this was taken into consideration, and much of the traffic estimated wi11 be <br />Pxlsting traffic which wi11 just stop on the site. Mr. Orlowski questioned the
