did not really believe that they were serious about pursing option three. Mr. <br />Newberry maintained that they prefer option 3, even though they did not show the <br />right turn only easternmost access on these plans. Mr. Orlowski stated that the <br />traffic consultant had agreed that keeping all truck traffic on Lorain Road would <br />be preferable, but is not what Ldal-Mart wants. He believed that with ttqo accesses <br />on Lorain Road truck traffic on 12i11 Road could be eliminated Mr.. Bingham <br />maintained that with Wal-Mart's layout the truck dock area needs to be where <br />shown. Mr. Newberry added that to avoid conflicts between cars and trucks (a <br />maximtlm Of one truck an hour), the Mill Road entrance is needed. . Mr. Thomas <br />responded that because of the residents-on Porter and Dover Road, the Comnission <br />will not permit them to use Mill Road which is residential street. Mr. Newberry <br />responded that Mill Road was zoned for retail. Mr. Tallon did not believe that <br />one truck an hour should present a problem with the internal traffic. Mr. <br />Orlowski thought that r1r. Bingham had stated that their trucks could go through <br />the parking lot, but Mr. Bingham denied making that statement. Mr. Lepisto stated <br />that having access only on Lorain Road would force more drivers through the <br />Lorain/Dover intersection whieh is the worst in the city. The members agreed it <br />would be worse to direct traffic through the residential streets and preferred <br />keeping it in the business district, and believed that there would be far more <br />cars than projected in the traffic study. Mr. Lepisto responded that he used the <br />accepted standards. The nembers agreed that there would be far more cars here <br />than in the Mentor store that was used for a traffic count. Discussion continued <br />on the way the traffic study.was done, and in reference to eliminating access on <br />Dover Center, Mr. Newberry pointed out tha.t there was existing access from the <br />Sherwin Williams' property on Mi:ll and Dover Center. Mr. Gorris responded that it <br />is within the Commission's purview to.determine where accesses can be in the <br />development and what will have the least negative impact on the surrounding <br />conmmnity. In reference to the statement that office use would be the highest and <br />best use for this parcel, Mr. Newberry pointed out that this parcel could <br />accomnodate a half million square foot office building which would put more cars <br />on the streets during the :rush hour. Several residents spoke at this timee Mr. <br />Herbster, Porter Road, pointed out that this traffic study was done when Porter <br />Road was closed in Westlake during a construction, and the figures were obtained <br />on a road posted local traffic only. He did not believe that Wal-Mart wants to <br />work with the city, and maintained that the increased taxes would be off-set by <br />what will be lost from local businesses. Mr. Hoelter questioned the traffic <br />figures at Mill and North Park which is an off set intersection and how a light <br />could be installed there. He further advised that he took a traffic count at the <br />Midway Mall store, which is smaller, there were 790 cars per hour on a Friday <br />night at 7:00 p.m. Mrs.. Gut, Porter Road, questioned why the traffic study did <br />not consider the traffic going south on Porter to Miil. Mr. Lepisto responded <br />that the report stated 7% of the existing traffic is going south to Mill and <br />reiterated that a traffic signal is war:ranted.there at present. Mr. Geppert, <br />Lansing Drive, suggested that the sewer problems also be addressed siMCe there <br />have been existing problems. Pk. Deichmann advised that there is no plan as yet, <br />but they would have access to the sewers on the street. Mr. Newberry explained <br />that there are 2 sanitary sewer connections, one onto Lorain and a secondary one <br />onto Mill; this facility should not generate any more voltune than Sherwin <br />Williams did. Mr. Berbage, Porter Road, complained about traffic; Mr. Lima, <br />Porter; questioned what WaI-Mart store last went out of business, and pointed out <br />that K-Mart on Detroit on1Sr had two entrances; Ms. Nestica, Lucydale, believed <br />this was the wrong location and complained about traffic; Mr. Beno, Porter Road, <br />pointed out that most Wal-Marts are in out laying districts; this lot is too <br />small to accommodate this f_acility. He would like a copy of the traffic study and <br />the environmental impact study. Mr. Newberry explained the E.P.A. status and <br />4
