recomendations on the property and a copy of the traffic study can be obtained <br />from the city and the environmental study can be obtained from Sherwin Williams <br />and the E.P.A. Mr. Bingham responded that in the last three years, these larger <br />stores have been installed in higher populated areas. Mr. Skoulis asked that the <br />developers consider putting the store some place else, since this location may <br />not be possible and will have a tremendous impact on the town. Mr. Bingham stated <br />that using the traffie study they had hoped to come up with that would be <br />satisfactory to both parties. Mrs. Sokel, Porter, also complained about traffic <br />and that the semi-tractors will block the roads when turning. Mrso Herbster <br />questioned the barrels that are on the property and was advised that any soil <br />removed when the monitoring wells are installed must be analyzed. She questioned <br />why, if 18 wheeler truclcs go through the Mall parking lot, their trucks could not <br />go through this lot.. Mra Richlick, North Park, stated tha.t the Mentor store was <br />in a rural location iahen it was built, but this site is far different. Some of <br />their stores were built with non-union help. Mr. Newberry advised Mr. Strand, <br />Porter Road, that Wal-Ma.rt will direct their trucks from Lorain up Dover left <br />onto Mill to the truck dock, exit the truck dock go east onto Mill to Dover <br />Center and then to Lorain Road. Mre Bingham advised their trucks deliver between <br />6:30 a-.m. to 2:30 p.m. Mr. Strand advised that there is traffic on Porter to irLill <br />at 4:30 in the.morning. Ms. Lima also complained about traffic on Porter and was <br />concerned about ambulances that use Porter to get to the hospital. Mr. Lepisto <br />believed that a traffic signa.l will help. Mrs. Beverage, Martin Road, suggested <br />that Wal-Mart should look elsewhere in North Olmsted for property, and suggested <br />the Industrial Park as a good location and suggested that the Sherwin Williams' <br />property would be a good site for a senior citizens' center and also stated that <br />no one had considered the residents of the nursing home on Mi11 Road. Mr. Hatton, <br />Porter Road, complained about traffic and also mentioned the school buses, <br />ambulances, and fire trucks that use Porter. Mr. Bruton, Sweetbriar, pointed out <br />that 7 or 8 trucks would be 14 or 16 trips, and also thought that the truck were <br />to enter on Lorain and exit onto 14i11. Air. Newberry clarified tha.t the intent was <br />for trucks would go from Lorain Road to Dover, to Mill, not directly from Lorain <br />Road into the site. Mre Hazert, Porter Road, doubted that a truck driver would <br />make a right turn on Dover, a left turn on Mill and another left turn into <br />Wal-Mart and the most logical way would be.to go right onto Porter, right-onto <br />Mill and right into Wal-Mart which would be faster. Mrm Trapp, Porter Road, was <br />advised that the property was all- under option by Wal-Mart, and that the city <br />cannot regvlate who buysand sells property, the city Council will ha.ve the final <br />approval of the development. Mr. Trapp's Councilman had advised him that no one <br />on Council wanted this development and that the only diseussion tonight has been <br />traffic, and there are many other issues that must be addressedo He thinks that <br />the issues of crime and property values are important, and if the city does not <br />want Wal-Mart they should just say that. Mr. Gorris explained what had happened <br />in the last three meetings and other issues would be address later. Whether or <br />not Wal-Mart is wanted is immaterial; the property is zoned for this u.se, and it <br />is the Conmission's responsibility to study the proposal and attempt to mitigate <br />or the negative impact on the surrounding area. 14r. Trapp could not understand <br />why this is being discussed if Council has the final approval and the elected <br />officials do not saant the proposal. Mr. Thomas responded that since the property <br />is zoned for this use and if the ei.ty denies this without a hearing, it can be <br />appealed in the courts, the courts can dictate how the property is to be <br />developed. Mr. Poppoto, who owns a business at the corner of Dover Center and <br />14ill, agreed that originally it was proposed for the trucks to go in from Lorain <br />and out onto Mill. The members remembered that this was the first proposal. Mr. <br />Skoulis questioned how a 60 foot tractor trailer could make a right hand turn <br />onto Dover Center from Mill without going over to the other side of Dover Center.
