. <br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES-MARCH 23, 1993 <br />I. ROLL CALL: <br />Chairman Gorris called the meeting to order at 7:35 p.m. <br />Present: L. Orlowski, K. 0'Rourke, A. Skoulis, and B. Gorris. <br />Mr. Tallon arrived later. <br />Absent: J. Thomas. <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, Building <br />Commissioner Conway, and Clerk of Commissions Oring. <br />II, REVIEW ANID CORRECTION OF MINUTES: <br />A. Skoulis moved to accept the Minutes of March 9, 1993 as presented, seconded by <br />L. Orlowski, and unanimously approved. III. BUILDING DEPARTMIINT REQUESTS: <br /> <br />1) Persinger Sunoco Station, 24584 Lorain Road. <br />Proposal to construct canopy and pump islands. <br />Heard by Architectural Board of Review on March 17, 1993. <br />Since Mr. Gorris had not been present at the previous meeting, Vice Chairman <br />Orlowski explained that the Engineering Department had recommended that the <br />southwesterly drive on Lorain Road be eliminated beeause with the new traffic <br />signalizatian system it would not be acceptable. At present, when drivers pull <br />out they are ahead of the light but can still follow the sequence, but with the <br />new system the lights will be on varying cycles. Mr. Stephens, contractor, <br />presented revised plans showing this drive removed and also showing the canopy <br />perpendicular to the building as recommended by the Architectural Review Board. <br />He explained that in order to do that they will need an 18 inch variance since <br />the two front corners will encroach into the 15 foot front setback. They have <br />ma.de application for the Board of Zoning Appeals. The members have no problem <br />with the canopy corners being in the setback. Building Conunissioner Conway <br />further advised that they will also need a variance for the location of the <br />ground sign, but there would be no place where the sign would not encroach into <br />the 35 foot prohibited triangular area. The sign should not interfere with <br />visibility, the botton 1/3 of the sign will post gas prices. There are no pole <br />lights on the property now and the only lights added will be the eight lights <br />under the canopy. Mr. Zergott of the A.R.B. will review the revised landscape <br />plan prior to the proposal going to the B.Z.D. N1r. Skoulis would.like the city to <br />install some signage to stop traffic back further east on Lorain and further <br />north on Columbia Road because this corner is so congested. City Engineer <br />Deichmarm stated that the placement of stop bars is regulated by the Ohio Manual <br />of Uniform Traffic Control Devices, and he believed this location would be too <br />far back from the signal head to conform. He was concerned that a"Do Not Block <br />Drive" sign might just move the problem to another driveway. Mr. Stephens <br />believed that the tanker truck would be able to get into this parcel with a <br />little. maneuvering. He presented a sample of the split face brick in a beige <br />color. A. Skoulis moved to approve'the proposal to construct a canopy and pump <br />islands at the Persinger Sunoco Gas Station at 24584 Lorain Road as submitted <br />with the recomendation that this proposal go to the B.Z.A. so that they can <br />review the extension of the canopy into the 15 foot area with the suggestion that <br />they grant the variance for the two corners of the canopy; also to send this to <br />\ <br />1 <br />?,
