Committee, seconded by L. <br />Orlowski, and unanimously approved. <br />1_.-4 <br />2) Sunset Memorial Park, 6265 Colinnbia Road. <br />Proposal to construct chapel at the north end of property. <br />The court has found that Council's decision of 8/11/88 overriding the Board of <br />Zoning Appeals' rulin,; that the above proposal was a permitted use was incorrect <br />and subsequently overturned the decision. <br />Heard by Architectural Boarcl of Review on March 17, 1993. <br />S <br />Chairman Gorris reviewed the previous objections of the neighbors who did not want the chapel, but since the eourts ruled it was a permitted use, they wanted <br />protection from all lights, those from the building and parking lot as well as <br />fror.i headlights ef cars in the parking lot and turning out of the .drive. They <br />were also concerned about the additiona.l traffic. Mr. Ba.racskai, the owner, <br />presented the landscape plarb which Mr. Zergott of the Architectural Review Board <br />had approved with some changes. Mr. Tallon asked to see a cut of the light <br />fixtures, and Mr. Ba.racskai presented pictures of the lighting which is on the <br />property at present includi.ng the lighting of the existing abbey. Mrs. Ba.racskai <br />advised that these fixtures would take a maximtun of a 150 watt high pressure <br />sodiun bulbs. Mr. Tallon believed that lighting the chapel in thi.s manner <br />actually made it a sign which would be visible to the residents across the <br />street. The owners noted that there were no street lights in that area and it is <br />extremely dark and people do not like to enter a cemetery if it is too dark. Mr. <br />Gorris stated that the building should not be totally washed in light, but there <br />should be enough light for safety. The lights on the existing abbey are left on <br />all night, but it is set back further from the street. Mr. Tallon noted that <br />these building lights that are to illuminate the building are not shown on the <br />print and he is concerned that this lighting will annoy the neighbors. Mr. <br />Baracskai stated that the Architeetural Board saw the pictures showing the <br />lighting an the abbey, and were in.favor of li-ghting this chapel in the same way. <br />Mr. Orlowski agreed that there should be security lighting but the lighting could <br />be more muted. Mr. Tallon suggested installing.the lights in the shrubs which <br />would light the building without washing it. 2'he owners agreed that they could <br />work with that. This must be shown an a plan, and Mr. Tallon suggested that there <br />be 2 or 3 low wattage lights (about 100 wa,tts) on each side of the builcling <br />ma.inly to illuminate the front, or if they use a spot light it should be low to <br />light the door and sidewalk, just so the building is not washed with light. He is <br />concerned about the type of pa.rking light fixtures since there is an exposed <br />bulb, but if they use a frosted lens and keep the wattage low there should not be <br />a problem. He mentioned that the poles should probably be about 10 feet high, not <br />12 as previously stipulated, but 8 foot poles would be too low. The wattage would <br />have to be kept low by virtue of the type of fixture. Neither of the neighbors <br />who live directly across the street from the driveway attended the A.R.B. <br />meeting, only a neighbor who lived down the street. They had previously pronLised <br />these two neighbors that they would plant a few pine trees in their yards to <br />block the headlights from cars coming out of the drive. Mrs. Baracskai stated <br />that only minirmnn security lights would be left on after the building closed, <br />they usually left a light on the front door for security. The gates on the <br />auxiliary drive are left unlocked so that the Police can patrol. R. Tallon moved <br />to accept the Sunset Memorial Park, 6265 Coltmibia Road, proposal to construct a <br />2
