J. Thomas moved to refer the Metro <br />Lexus/Infinity proposal to the Boaxd of Zoning Appeals with a recommendation that <br />they not approve a variance for displaying cars in the front setback of the <br />dealership, but the Commission has no objeetion to the variance necessary to the <br />side yard, seconded by L. Orlowslci, and tinaimously approved. Chairman Gorris <br />would like all the minutes pertaining to the Lexus development. He further <br />advised that there would be no notification for the next Planning Conuaission <br />hearing. Mr. Conway again reminded the neighbors to call the Building Department <br />with their complaints. <br />2) National City Bank, 4608 Great Northern Blvd. <br />Proposal to install Automatic Teller Machine in parking lot and review of site <br />plan. <br />R. Mongello, architect, Mr. Browii, owner, and Mr. McKee, manager of the shopping <br />center, presented revised plans. Mr. Mongello advised that National City Bank is <br />moving into the old Northeast Appliance store and would like to place a kiosk in <br />in the front parking lot, but since it would only be 62 feet from the street a <br />variance would be required. Landscaping will be installed throughout the center. <br />He reminded the members that previously a fence and dlunpster enclosures were <br />installed at the Commission's request and that the developer has been trying to <br />improve the property. At one driveway the curb will be removed and landscaping <br />with new curbing will be installed, the traffic flow will remain as is. Mr. <br />Orlowski maintained that the parking as shozan is inaccurate and asked if this use <br />will effect the parking requirements. Mr. Conway responded that the parking was <br />addressed with a previous project and a variance was granted for 32 parking <br />spaces, but according to their figures, they will need an additional 15 space <br />variance to install the kioska Mr. Orlowski pointed out that in some areas <br />parking shown on the plan does not reflect what is an the site. Mr. Brown stated <br />that the stm burst locust trees will be planted in wolmanized boxes in the front <br />over the retention area, along with some low plantingsa A representative from the <br />bank was in the audience, and advised that the kiosk would have an automated <br />teller machine, there would be no employee at that site. The spaces around the <br />kiosk may be made directional to avoid conflicts in the traffic pattern. Mr. <br />Thomas suggested some kind of cross over drive from one area to the next. Mr. <br />Brown stated tha.t the customers -who shop at Rini's rarely cross over to the other <br />section, and the northern most parking lot is usually only partially filled. The <br />other members believed that a cross over might cause problemsa The Society Bank <br />on the property is,closed, but they still hold a lease and there are nunors that <br />it could be re-opened for a specialized use: The old Office Warehouse store front <br />will be converted to a Michael's arts and craft store, which will be discussed as <br />a minor change later in the meeting. Mr. Skoulis is concerned tha.t some of the <br />trees might hinder visibility. The developers will study this, and if there <br />appears to be a problem, the trees could be relocated. Chairman Gorris was <br />willing to recommend the variance for the kiosk be granted however, since there <br />is a shortage of parking, he does not want any more tent sales that have been <br />there previously. Mr. Conway stated that ance it had been established that there <br />was a deficiency in parking, tent sales were no longer allowed. Mr. Brown stated <br />for the record that he will never again a11ow a tent sale in this parking lot. L. <br />Orlowski moved to refer the National City Bank kiosk on Great Northern Boulevard <br />to the Board of Zoning Appeals for two variances: the 15 addition parking spaces <br />which would bring it to a total of 47 defieient and also for 13 foot setback for <br />3
