Mr. Stephin believed <br />that if the light poles were reduced to 20.feet, they would get less glare in <br />their family room. In response to Mr. Gorris' questions, he stated that he <br />thought that Mr. Mortach, another neighbor, had a problem with the Lexus lights, <br />not those on Nissan. Mr. Orlowski advised that there is a good grouping of spruce <br />trees an the western end of the Nissan lot, but about half way across the Nissan <br />lot there is just an open area and then closer to the Infinity lot, there is an <br />overgrown natural area. Mr. Stoyanov advised that about a year ago, they ha.d <br />received approval for an addition onto the Nissan Dealership, and it was agreed <br />at that time with the neighbor that this open area would te planted with trees an <br />a mound. The addition has not been built, but they have received a permit for it <br />and it will probably go forward. NIr. Conway will bri.ng the Nissan plans to the <br />next meeting. Mr. Stephin prefers a fence to trees. Mro Stoyanov believed that <br />the neighbor to the rear had preferred trees tn a fence. The members would like <br />some consistency, but believed the existing trees should remain. L. Orlowski <br />moved that the Metro Lexus/Infinity proposal, 28450 Lorain Road, to construct an <br />Infinity Dealership adjacent to the existing Metro Lexus dealership, be forwarded <br />to the A.R.B. and to safety forces to get their input particulaxly on the parking <br />lot cut-through that will go from the Lexus to the Nissan Dealership and to <br />incorporate all the requirements of the B.Z.A. as well as the mounding in the <br />rear which will be a 4 foot mound above the grade of the parking lot with a 6 <br />foot fence on top of that to be continuous behind the Infinity/Lexus Dealership <br />and continued behind the Nissan to fade into the existing spruce or pine trees at <br />the western end of the Nissan Dealer. Also on the east side of the Infinity <br />Dealership the light poles would be shielded and the height of the light poles in <br />front of the Infinity Dealer and Metro Lexus should be maintained at 20 foot. To <br />request that the A.R.B. review the landscaping to see if it could be improved and <br />to review for the-effectiveness of the screening to the rear which is a concern <br />of this board. Also to refer the proposal to the forester to see if anything can <br />be saved on the eastern portion, in the back, and an either side of the mounding, <br />seconded by A. Skoulis, and unanimously approved. <br />2) National City Bank, 4608 Great Northern Blvd. <br />Proposal to install Automatic Teller Machinein parking lot and review of site <br />plan. Proposal heard by the Planning Commission of April 13, 1993. <br />Heard by the Board of Zoning Appeals on May 6, 1993. <br />R. Mongello, architect, and G. PZcKee, manager of the center, presented the <br />plans. Mr. McKee explained that the abandoned sign posts will be cut off during <br />the parking lot work and as the leases expirb, the e.xisting free standing signs <br />will be removed. The Olmsted Plaza sign must be relocated when Great Northern is <br />widened. Variances have been granted for the parking, the kiosk setback and the <br />signage on the kiosk and the pole sign. Mr. Mongello advised that the trees are <br />to be setback 25 feet from the street on either side for visibility. The existing <br />trees on Brookpark Road are a radiant royalty crab, and the trees in the center <br />will be sunburst locust which are sa.lt resistant. No neighbors were present. L. <br />Orlowski moved to refer the National Gity Bank prop.osal, 4608 Great Northern <br />Blvd., to install automatic teller machine in parking lot and review of site plan <br />to the A.R.B. and the safety forces for their input, to incorporate all <br />recommendations of the B.Z.A. and to clarify for the Architectural Review Board <br />that the Commission strongly endorsed the granting of the 47 car variance and the <br />related variance for the installation of the kiosk because of the fact that the <br />developer was doing significant landscaping of this parcel, so the Commission <br />asks that the A.R.B. pay particular attention to that landscaping and offer any <br />other suggestions that they might have which may, in their opinion, enhance the <br />landscaping, seconded by B. Gorris, and tmanimously approved. <br />2
